The proposal to Mexico
was made early last Decem-
ber just about the time
when Mrs. Javits was regis-
tering with the U.S. Justice
Department on the Iran ac-
count.
The controversy devel-
oped because Senator Jav-
its is a ranking member of
the Foreign Relations
Committee.
According to Mrs. Javits,
Rudder & Finn, which had
done work for the Mexican
government a few years ago,
was negotiating again last
fall to perform special serv-
ices in connection with the
20th anniversary of Mexican
television.
She made suggestions to
Marvin Frankel, of Ruder &
Finn concerning the arts, a
field in which she is versed,
and he promised her that if
the Mexican account were
obtained she would work on
it.
Then Mexico cast its
vote in favor of the anti-
lic-nism resolution. On
Nov. 25, the former Presi-
dent of Mexico, Miguel
Aleman, now head of the
Mexico Tourist Council,
came to New York to pre-
side over a dinner at the
Hotel Pierre, to which
Jewish leaders had been
invited.
The Aleman and Javits
families are longtime
friends. At the Mexican
leaders invitation, Senator
and Mrs. Javits dropped by
for cocktails. The discus-
sions between the Mexican
officials and the Jewish
leaders took place after din-
ner.

Haber, recently retired ex-
ecutive vice-chairman of the
American Jewish Joint Dis-
tribution Committee, has
been appointed a vice presi-
dent of the Israel Education
Fund of the United Jewish
Appeal.
Haber's new responsibili-
ties will be primarily in the
area of solicitation of capi-
tal gifts — over and above
UJA campaign contribu-
tions — for the establish-
ment of IEF facilities in Is-
rael.

Biased Cartoon
in Mexico Revealed

MEXICO CITY (JTA) —
In a reaction to the boycott
of Mexico by American and
Canadian Jewish tourists,
daily has
-
one MeXican
printed an obvious anti-
Semitic cartoon aimed at
the tourists.
A cartoonist, Helioflores,
in the newspaper El Univer-
sal, drew a Jewish figure in
the style reminiscent of Ju-
lius Steicher's Stuermer
during the Nazi period.
The figure was shown
painting on a wall the word
"Vaca-Sionismo," an appar-
ent pun on the words vaca-
tion and Zionism. The "S"
was in the shape of the sym-
bol for the American dollar.

Israel, Mexico May Sign Pact
to Jointly Build Arava Aircraft

JERUSALEM — Israel
and Mexico are expected to
sign an agreement setting
up a joint plant in Mexico to
manufacture the Israeli air-
craft "Arava" according to a
report in Tuesday's Yediot
Aharonot. The report, citing
official sources in Mexico
City, is understood to be
basically accurate.
The agreement will be
signed, the report says, or at
least initialled, during Is-
rael Foreign Minister Yigal
Allon's visit to Mexico next
week.
Also on the agenda for the
visit, will be El Al's proposal
to fly into Mexico City. Ac-
cording to the Yediot report,
negotiations on an aviation
agreement will begin during
the Allon visit, but they are
likely to be protracted.
The Yediot report adds
that Israel and Mexico
will also discuss a possible
joint petrochemical ven-
ture — also to be cited in
Mexico. This, too, it was
learned, is basically ac-
curate.

cies has made possible a
$200,000 endowment fund in
the name of a leading Phila-
delphia Jewish jurist,
Charles Klein, at Temple
