Israel Pound Devalued Again

JERUSALEM (JTA) —
"Creeping devaluation"
crept inexorably further
Tuesday night when the Is-
rael pound was reduced in
value another 1.9 percent.
The pound now stands at
IL7.38 to the U.S. dollar,
compared to IL7.24 before
the latest devaluation.
The latest depreciation
was announced by the spe-
cial ministerial committee
that was authorized last
June to devalue Israel's cur-
rency at a rate of up to 2

The purpose is to stem
inflation and aid Israel's
exports. The prices of basic
commodities, fuel and
transit fares are not ex-
pected to rise as an imme-
diate result of the latest de-
valuation.

Arnon Gafni, director
general of the Finance
Ministry, disclosed that
"creeping devaluation"
will be reviewed shortly to
evaluate its results to
date.

It was learned that two
modifications are under
consideration. One would
link the pound to a variety
of foreign currencies. It is
presently linked to the U.S.
dollar. The other would per-
mit the special ministerial
committee to impose deval-
uation at less than 30-day
intervals.
In addition to the devalua-
tion, a levy of slightly less
than 2 percent will he im-
posed on foreign currency
held by commercial banks,
though not on private depos-
itors of foreign currency.

Rome Newspaper Reports Vatican Upholds M.E. Stand

PARIS (JTA) — The Vati-
can newspaper Osservatore
Romano said Tuesday that
the Vatican's position on the
Middle East and the Palesti-
nian problem "has not
changed in any way."
The statement, in effect,
disavowed Vatican endorse-
ment of a communique re-
leased after the recent Mos-
lem-Christian conference in
Tripoli, Libya, attended by
a Vatican delegation, which
affirmed the rights of the
Palestinian people to return
to their "homeland", mean-
ing the territory now Israel.
Vatican sources in Rome
said the Osservatore Ro-
mano report fully and com-
pletely represents the posi-
tion of the Vatican.

The sources appeared
highly embarrassed by the
communique which totally
supported the Arab side in
the Middle East conflict
with the implication of
Vatican endorsement of
that position. They said
the Vatican delegation
"was not empowered to
reach political decisions"
and should not have done
so.

Don Vigilio Levi, deputy
director of Osservatore Ro-
mano explained the back-
ground of the Tripoli com-
munique in a front page
commentary. He said that
Cardinal Sergio Pignedoli,
who headed the Vatican de-
legation to the Tripoli con-
ference, was shown the
communique "at the very
last minute," implying that
he had no chance to change
it.

TEL AVIV — Israel —
with nearly one million
students out of a total na-
tional population of three
million — is in for troubled
financial times in the area
of higher education accord-
ing to a symposium held in
Jerusalem at the end of De-
cember, 1975.
Hardest hit by the new
austerity budget are the
universities and their 50,000
students.
Israel's 1976 austerity
budget cutlhe development
funds alloted to the Minis-
try of Education by approxi-
mately 15 percent. The cut
may cause the closing of
some small village schools
whose pupils will then have
to be bused to larger
centers.
Further, several hundred
classes may have to be
closed and the teaching load
brought up to 40 pupils per
class, which is the legal
maximum allowed in the
country, and far too high ac-
cording to many educators.
