countries are boycotting Is-
rael for economic reasons,
they process letters of credit
for shipments of American-
made products to Arab
countries on the premise
that the boycott is not nec-
essarily anti-Semitic.
Their testimony was
given last week during a
two-day hearing of the New
York Assembly Subcommit-
tee on Human Rights at the
Carnegie International Cen-
ter.

are no penalties for violat-
ing the requirement of the
Export Administration Act
of 1969" which bans boycott
compliance.
Daniel S. Shapiro, hon-
orary president of the
American Jewish Commit-
tee's New York Chapter,
specifically named the
Exxon Corp. and Bankers
Trust Co. as being among
the major violators.
In testimony before the
subcommittee, Albert Bel-
lion, vice president of Bank-
ers Trust, Edwin Batch, as-
sociate counsel of Chemical
Bank, Hans Angermueller,
senior vice president of First
National City Corp., and
Richard A. Fenn, vice presi-
dent of Chase Manhattan
identified letters of credit
from their banks which car-
ried attached certificates
that the goods were not
made, shipped or insured by
any firm connected with
Israel.
They said the examples
were typical and contended
the letters of credit did not
violate federal or state anti-
bias laws. Furthermore, the
officers said the policy of
the banks was to process
such letters of credit with-
out examining the "under-
lying documents" or consid-
ering the standards used by
the Arab countries in choos-
ing targets for blacklisting.
The officials of the two
Jewish organizations urged
strict enforcement by the
State Division of Human
Rights of New York State's
anti-boycott law which went
into effect Jan. 1. Shapiro
urged that all contracts
signed with business com-
panies by the state, any of
its agencies, or any country
or city in the state, contain
a clause prohibiting adher-
ence to the boycott.
Meanwhile, the anti-
boycott legislation pro-
posed by the Ford Admin-
istration is "a token mea-
sure which fails to address
the tremendous pressures
imposed upon American
firms by the perpetrators
of the Arab boycott," ac-
cording to Rep. Robert F.
Drinan (D-Mass.).
Attorney General Ed-
ward Levi submitted the
legislation Jan. 19. It was
first outlined by President
Ford last November. Its in-
tent is to prohibit economic
coercion that results in dis-
crimination against Ameri-
can citizens on the basis of
race, color, religion, sex or
national origin. Companies
would not be permitted to
enter into subcontracts con-
tingent upon the subcon-
tractor agreeing not to do
business with Jewish-owned

ference, Rabbi Meir Ka-
hane, leader of the Jewish
Defense League, stressed
that 'a strong Jewish com-
mitment was the major
component of successful
aliya.

Arab Involvement
in Politics Rising'
NEW YORK (JTA) —
Yosef Almogi, chairman of
the World Zionist Organiza-
tion, warned that the Arabs
are trying to achieve by pol-
itical means what they
could not in the wars
against Israel.
Speaking in Hauppauge,
Long Island, to more than
300 leaders of the Suffolk
County Jewish community,
Almogi said Israel faces the
future with a mixture of
danger and hope.
"Every Israeli must con-
sider himself one of 14.5
million Jews," Almogi
noted urging those present
to increase political and
financial support for Is-
rael along with aliya.
At a meeting of the Asso-
ciation of Americans and
Canadians for Aliya, Al-
mogi called for greater aliya
from North America.

In general, Drinan noted,
companies are required to
certify that they do not do
business with firms black-
listed by the Arab League
and that they do not do
business with Israel. In ad-
dition, American firms may
be asked to supply informa-
tion on the religious affilia-
tions of their owners and di-
rectors as a precondition to
doing business with the
Arab states.
Drinan said that "while
claiming that it has taken
steps to persuade the Arab
states to halt restrictive
trade practices, the Admin-
istration continues to pro-
mote trade between Ameri-
can firms and the boycot-
ters."
