Commonwealth Not Doing Well Ghaith Pharaon, a Saudi Arabian businessman, bought control of Bank of the Commonwealth a year ago, with speculation that the bank would soon become a conduit to channel Arab oil money into United States businesses. But, according to Free Press business writer Allan Sloan, that hasn't hap- pened, and the bank's capi- tal strength has continued to erode. The bank's president, Ar- thur F.F. Snyder resigned last week, and it was re- ported that bank lost $2.8 million last year, its second straight year of losses. According to Sloan, an av- erage bank Common- wealth's size would have $50 million to $55 million of cap- ital, but Commonwealth has only $3 million, because of the losses it has suffered since 1970. Balfour Declaration Called Scaffolding Editor, The Jewish News: I was very interested in your account of Rabbi Laza- ron's battle against "pol- itical Zionism" (Jan. 16-, Purely Commentary). Rabbi Lazaron said that "political Zionism goes be- yond the Balfour Declara- tion . . ." The article by Prof. W. T. Mallison, "The Balfour Declaration: An Appraisal in International Law" in the "Transfor- mation of Palestine," edited by Ibrahim Abu-Lughod, "proves" that the Balfour , Declaration is anti-Zionist, and the argument there can sound very convincing to objective bystanders to the dispute. That's why I treat the Balfour Declaration not as foundation, but only as scaf- folding.
