on how the United States

Secretary of State Henry A.
Kissinger and Israeli Am-
bassador Simcha Dinitz dis-
cussed Middle East matters
Monday at the State De-
partment as Kissinger made
final preparations for his
departure to Moscow for
three days of talks with So-
viet officials that will in-
clude the Arab-Israeli con-
flict.
Informed sources said
that Kissinger and Dinitz
exchanged views on the Le-
banese civil war and the UN
Security Council debate.
Dinitz has been in almost
daily communication with
Kissinger or Undersecre-
tary of State Joseph J. Sisco
since the debate got under-
way a week ago.
The two governments are
known to have principles in
common regarding the Se-
curity Council debate.

tion of the PLO because of
its commitment to terror
and Israel's destruction,"
Shriver explained, "I recog-
nize that the plight of the
Palestinian people must be
justly resolved as an essen-
tial part of any overall set-
tlement," Shriver said.
Speaking on a campaign
tour, prior to the opening of
the UN Security Council
sessions, Shriver advocated
the following course for
U.S. policy in the Middle
East:
"America must stand by
Israel as'she takes risks
for peace. That means
many things — starting
with maintaining Israel's
economic and military se-
curity. The Arab states
have many suppliers; Is-
rael but one . . . We
should provide Israel with
the arms necessary to
maintain the balance of
power in the Middle East.
"We should encourage the
momentum toward peace
generated by the Sinai
agreement by supporting
efforts to negotiate a settle-
ment on the Golan Heights.
"If negotiations with
Syria are not soon comm-
enced or once begun, are not
productive, we should be
prepared to change tactics.
As an alternative to step-by-
step diplomacy, we should
be open to consider efforts
to include the Golan
Heights as part of a compre-
hensive settlement, perhaps
implemented in stages so
that a successful completion
of each stage creates confid-
ence that concessions made
by either side will not be
abused by the other."
On the problem of Jerusa-
lem, Shriver said he foresees
a united city allowing jur-
isdiction to the respective
religious bodies over their
own shrines.
He added that the U.S.
"should expand our open-
ing to the Arab countries,
particularly Egypt — not
only because it is in our in-
terest, but because it
promotes peace in the re-
gion."
Regarding Russia's role in
the Middle East settlement,
Shriver stated: "Inevitably
the Soviet Union will have to
be involved in the diplomatic
process leading to a compre-
hensive and just settlement
in the Mideast.
"I believe that Soviet par-
ticipation could be construc-
tive, particularly if we give
it high priority on the de-
tente agenda. A true test of
