WASHINGTON - Con- troversial Middle East col- umnists Rowland Evans and Robert Novak reported in a nationally syndicated story last week that Israeli Pre- mier Yitzhak Rabin rejected a section of a December note from U.S. President Gerald Ford which was opposed to new Israeli settlements on the Golan Heights. The columnists said Ford appealed to Rabin to cancel plans for new settlements, but that portion of the letter was removed by U.S. Am- XXXXXXXXXXXX. bassador to Israel Malcolm Toon after Rabin protested. Evans and Novak said that if the appeal had been left in the letter it would have been a matter for Cabinet-level discussion. The columnists inferred that the removal of the appeal was a major affront to the U.S. The third Israeli settle- ment to be established on the Golan Heights in the last five weeks was estab- lished last Friday. The principal resolution on aliya embodied the for- mula proposed by the late Pinhas Sapir when he was chairman of-the World Zion- ist Organization and Jewish Agency Executives and was stressed by the newly elected WZO chairman, Yosef Almogi. It calls for converting aliya into a com- munity movement abroad, particularly in countries such as the United States. Diaspora Jewish commu- nities were urged to organ- ize their own aliya activities and arrangements on the grass roots level and the "various Jewish organiza- tions and first-. and foremost the Zionist- organizations" were called on to "expand" this activity." The resolu- tion took note of initial steps already taken in this direction. In other resolutions, the Council criticized the lack of suitable housing for young people, especially single olim, and the lack of job openings for olim who are college graduates. But "top priority" was given to the problem of "yerida" which was described in one resolution as a "se- rious phenomenon (that) affects the economy, na- Eban May Rejoin Cabinet JERUSALEM (JTA) For the first time since Yit- zhak Rabin set up_his Cabi- net 18 months ago, leaving Abba Eban conspicuously out of it, the two men' met for a long friendly chat alone in Tel Aviv last week. Qualified sources indi- cated that Eban!s return was now to be expected. Eban has left for the U.S. on a United Jewish Appeal speaking mission, and he may meet with Rabin there when the premier makes an official visit to the U.S. later this month. Eban's return to the Cabi- net has been sought for some time by the ex-Mapai wing of the Party which sees him as a dove who might help swing Ra- bin away from Defense Min- ister Shimon Peres' harder line. Eban also is considered a faithful Mapai man and such men are at a premium among- the top office-hold- ers in the Rabin Cabinet. Fi- nance Minister Yehoshua Rabinowitz has reportedly led the campaign for. Eban's return to office. tional morale and de- fense." The resolution called for decisive action "in the spheres of housing, employment and welfare and social services," in effect the same kind of ac- tion needed to stimulate lagging immigration. Another resolution en- dorsed the creation of a special independent com- mission to examine the en- tire aliya-absorption prob- lem in Israel. Meanwhile, Zionist prop- aganda activities all over the world came under sharp criticism at the Zionist Gen- eral 'Council meeting. They were said to be inef- fective, lacking in funds and suffering from a gap be- tween the desire to cooper- ate and actual coordination of information activities among the various Zionist bodies. Avraham Shenker, head of the World Zionist Or- ganization's information department, called on ev- ery Jewish community abroad to conduct Zionist information programs with the assistance of the Jewish Agency. Moshe Gilboa, a deputy in the WZO information de- partment, said the de facto desire to cooperate between Jewish organizations, the WZO and the foreign minis= try had to be translated into a de jure situation where the desire is translated into action. He, claimed that Zionist federations abroad do not held by chairmen Louis Pin- cus and Pinhas Sapir. Leon Dulzin has an- nounced his formal resig-i nation as acting chairman of the Jewish Agency. Almogi said that he will resign as mayor of Haifa but would retain his Knes- set seat as did his predeces- sor, the late Pinhas Sapir. utilize the facilities provided by the WZO with respect to lectures, information mate- rial and the attendance of institutes. He said the var- ious federations were not always in contact with the WZO and proposed the es- tablishment of committees to coordinate information activities between local Jew- ish organizations, the Zion- ist federations and the Is- raeli missions in various countries. Meanwhile, Yosef Al- mogi, newly elected World Zionist Organization chair- man, was elected head of the WZO aliya department by the Zionist Executive.
