Manuel Merzon Israelis Attribute High Traffic Toll to Decrepit Autos TEL AVIV — A new study by the Road Safety Center of the Institute of Technology in Haifa reveals the main reason for Israel's high auto accident rate, one of the highest in the world. The study shows that nearly half the cars involved in accidents had mechanical failures, and few Israelis can afford to keep their cars in working order. The police said that in 1974 there were 14,850 acci- dents involving death or in-. jury. Israel has 421,000 cars among its 3.5 million people. Moshe Shahal, a member . of Parliament, has began a campaign to reduce the price of spare ,parts in the hopes that drivers will keep cars in better condition. A clutch disc that costs $7.50 in West Germany costs $39 in Israel, he said, and an en- gine block costing $45 in Bonn is $235, or an average - month's pay.
