Eliav, Friedman Establish New Knesset Political Faction

Tablet Returned to Hebrew U.

JERUSALEM (JTA) — A

gal document from the bibl-
ical city of Hazor estimated
to be about 3,600 years old,
has been restored to the
Hebrew University by an
American tourist who dis-
covered it at the probable
site of. Hazor 10 years ago.
The tourist, who was not
identified, took the frag-
ment out of -the country at
the time. According to Is-.
raeli law, such archeological
finds must be submitted to
the department of antiqui-
ties.
Prof. Yigael Yadin, head
of the university's institute
of archeology, said the ob-
ject_probably came from the
royal archives at Hazor
which have not yet been dis-
covered. The Arkadian cu- -

neiform inscriptions corre-
spond with a section of an
Arkadian-Sumerian diction-
ary also discovered at the
same site, Prof. Yadin said.
The tourist showed his
find to Prof. W. Hallo of
Yale University in 1971.
Prof. Hallo identified it as
a legal document in which
the King of Hazor ren-
dered a judgement in favor
of a woman in connection
with real estate in his
kingdom.
The inscription is in the
old Babylonian style of the
Late Period and dates ap-
proximately to the 17th
Century BCE. According to
Prof. Yadin the find makes
it possible to identify the
site of biblical Hazor and
proves there were royal
scribes at the palace there.

`UN Votes Being Bought'

eral Assembly are being
bought and sold like rags in
a Baghdad bazaar, accord-
ing to a report in the To-
ronto Star by veteran for-
eign correspondent, Mark
Gayn.
He said the votes are
being bought by oil-rich
Arab states from impover-
ished delegates from Third .

difficulty maintaining
themselves and their mis-
sions in expensive New York
City.
The going price, according
to Gayn, runs from $6,000 to
$8,000 for votes on impor-
tant issues. He said that

$500 while another's price
was $4,000.
The purpose of vote-buy-
ing is to increase a major-
ity, he noted: Trading
votes for cash has grown
with the increase in the
UN's membership.
Gayn stated that the
home government usually
shuts its eyes to the practice
as long as it doesn't run con-
trary to its own national
interest.
He said that one diplomat
conceded the practice was
common and an accepted
fact of life at the UN. Gayn
noted that neither the
United States nor the Soviet
Union is involved in buying
