WASHINGTON — Con- gressman Edwaid P. Beard (D-R.I.) announced he is preparing legislation de- signed to limit the powers of INTERPOL, the private in- ternational police associa-- tion based in Paris. Beard said he decided to frame the legislation after an eight-month study of INTERPOL's operations, its Nazi background and influ- ence and specific instances of violation of basic human right and invasion of pri -- vacy. Beard said his chief con- cern was that information on American citizens can be maintained in INTERPOL files and disseminated to any of 120 member coun- tries. The congressman said that the Freedom of Infor- mation Act and Privacy Act which afford the citi- zen the right to see and correct false files does not apply to INTERPOL. "The U.S. INTERPOL office can obtain a U.S. government file contain- ing false information and transmit it to INTERPOL in Europe. Even if an American citizen is able to get that file corrected or expunged, there is no way . . . to change the INTER- POL file." Beard said the legislation will require any future working agreement between the U.S. and INTERPOL to be formalized by having the Secretariat-General of IN- TERPOL sign an instru- ment with the U.S. National Central Bureau that re- quires INTERPOL to send files to the U.S. in the event of Freedom of Information . requests. In a resolution adopted at the end of the committee's deliberations, the commit- tee — which is convened periodically by Mayor Teddy Kollek. to give advice and opinions on Jerusalem — praised the "commitment of the Israel government and the skill of its archeolo- gists" and said they had "put the civilized world in their debt." Several committee mem- bers said privately that they had come with open minds, in view of last • year's UNESCO resolutions con- demning the Jerusalem digs. Dr. Shapiro addressed the opening session of the 23rd National Convention of the LZA at the Waldorf Astoria Hotel which also marked the 70th anniversary of the Labor Zionist Movement in America.
