Zarmi took a very serious
view of the Dec. 9 municipal
elections in Nazareth, the
largest Arab city in Israel,
where a communist-backed
slate headed by Tewfik Zaid
won a landslide victory over
the Labor Party candidate.
The communists won 67
percent of the vote in Naza-
reth compared to 39 percent
in the 1970 local elections
and now command 11 of the
17 seats in the Nazareth
City Council.
Labor Party experts
view the Nazareth results
as having serious national
complications. The com-
munist slate clearly bene-

NEW YORK — The three
killings and abduction of 10
oil ministers from the Oil
Producing and Exporting
Countries (OPEC) head-
quarters in Vienna 10 days
ago have intensified the in-
ternational search for
"Carlos," a Venezuelan who
has been linked with several
major international terror
incidents.
In Paris last June, Carlos
shot and killed two police-
men and an informer who
were trying to capture him.
He is identified as the
25-year old son of a wealthy
Venezuelan communist law -
yer, and Carlos has been
linked with attacks on air-
planes at Paris' Orly Air-
port and bombings in Paris.
