JERUSALEM (JTA) —
The controversial IL 84.2
billion ($12 billion) austerity
budget was approved by the
Cabinet subject to further
negotiations on the distribu-
tion of funds among the var-
ious ministries.
The defense budget re-
mains a matter of dispute.
The treasury has allotted
IL 25.25 billion to the de-
fense ministry, by far the
largest single budget item.
The ministry is insisting on
an additional IL 4 billion.
The Cabinet agreed that a
three-man committee con-
sisting of Premier Yitzhak
Rabin, Finance Minister
Yehosua Rabinowitz and
Defense Minister Shimon
Peres would determine the
size of the defense budget
and submit it to the Cabinet
for approval.

Mapam MK Zakin Says
West Europe Backs Israel
JERUSALEM (JTA ) —
Knesseter Dov Zakin, a ris-
ing leader of Mapam, be-
lieves that the leftist politi-
cal partieS in Western
Europe reject the UN reso-
lutions equating Zionism
with racism — even though
they were supported by the
Soviets and ether "pro-
gressives" at the UN.
Zakin was one of the six-
man Knesset delegation at-
tending the Council of Eu-
rope ("European Parlia-
ment") session at
Strasbourg. The delegation
was headed by former For-
eign Minister Abba Eban,

Zakin was told that the
Communist parties in West-
ern Europe support the idea
of free emigration for Jews
from the USSR. His conclu-
sion is that the leftist camp
in Western Europe is not id-
eologically dependent on the
Soviet bloc.
However, Zakin warned,
without changing its atti-
tude towards the Palesti-
nian problem, Israel will
rapidly lose its sympathy
within those. circles. Zakin
told his hosts in Eruope that
