Israel to Receive Statue of Lincoln

WASHINGTON (JTA) —
The House has unanimously
approved a joint resolution
that would have President
Gerald Ford present to the
people of Israel on behalf of
the people of the United
States a bronzed, larger
than life-size statue of
Abraham Lincoln. The Sen-
ate is expected to approve
the resolution when it re-
convenes after the year-end
recess.
The resolution, intro-
duced by Rep. Richard L.

statue is a gift from Gildes-
game who also will join the
Israeli government in pay-
ing for the costs of trans-

Eilberg charged that the
State Department was
"advising the Civil Aeronau-
tics Board not to permit per-
sons who had previously
paid for trips to countries
which had supported the
resolutions to cancel their
reservations."
Eilberg referred specifi-
cally to a trip to Brazil spon-
sored by the Jewish "Y"
of Greater Philadelphia,
scheduled to depart Dec. 27.
The trip was cancelled
the State Department
urged the CAB to reject re-
quests for a refund of the
air fares paid in advance,
Eilberg said.

Israel Budget Surplus Denied

WASHINGTON (JTA) —
Secretary of State Henry A.
Kissinger last week flatly
denied a report that if Isfael
receives the $2.3 billion in
U.S. military and economic
assistance recommended to
Congress by the Ford Ad-
ministration it would end
up with a balanced budget
and a $500 million surplus.
Kissinger stated that
"even at the level of $2.3 bil-
lion" of U.S. assistance,
"Israel will have to engage
in an austerity program in
order to make ends meet."
He declared that "we have
no - evidence whatever" that
Israel stood to gain a $500
million surplus from Ameri-
can aid.
Kissinger said he did not
want to comment on Presi-
dential messages when he
was asked today if the U.S.
had called on Israeli Pre-
mier Yitzhak Rabin not to
build further settlements on
the Golan Heights. But the
Secretary made it clear that
the Administration was not
happy over the Israeli deci-
sion to establish four new
settlements on the Heights.

agreeing to the second in-
terim pact with Egypt in

Kissinger Blasts
General Assembly

WASHINGTON — Secre-
tary of State Henry A. Kis-
singer last Wednesday ac-
cused the United Nations
General Assembly of
"contemptible irresponsibil-
ity," but said the United
States would take a long-
term view of momentarily
heated disputes.
"The recent session of the
Assembly has shown to us
and the world community
all its complexities and aspi-
rations for progress, its dis-
putes and, in many respects,
its contemptible irresponsi-
bility," Kissinger said.
"But, it is our obligation
always to remain beyond
the disputes of the mo-
ment."

Bayh Urges a Strong Israel

NEW YORK (JTA) —
Sen. Birch Bayh (D.-Ind.).
declared that the United
States "must maintain the
military strength of Israel
and assist in her economic
development," because "a
strong Israel is still the best
deterrent to aggression and
the best hope for a lasting
peace agreement." .
Addressing a dinner of
Hapoel Hamizrachi Wom-
en's Organization at the Hil-
ton Hotel, Bayh, a candidate
for the Democratic nomina-
tion for the Presidency,
warned, however, that the
Ford Administration "has
failed to recognize the
emerging arms imbalance
in the Middle East, an im-
balance.that threatens to
grow more unequal in the
next five years."
He said that the U.S. by
shipping arms to any Arab
country, contributes to the
disparity of forces between
Israel and its enemies.
Bayh also assailed the
Arab boycott practices
against Israel and Jews in
