Lie Detector Tests Proposed to Halt Cabinet Leaks

challenged Cabinet minis-
ters who feel they cannot
live with government policy
to cease public criticism or
resign.
Ministers and pundits see
Rabin's remarks primarily
addressed to Foreign Minis-
ter Yigal Allon who- has
been vocally uncomfortable
of late with the govern-
ment's policy on the Palesti-
nian question. That policy,
enunciated in a Cabinet deci-
sion of July 1974, bars a
third state between Israel

and Jordan and favors a so-
lution, only in the context of
talks with Jordan.
Allon of late has seemed
to incline towards the "Ya-
riv-Shemtov formula" —
that Israel should talk to
any group that recognizes it
and desists from terror.
Rabin firmly opposes this
formula.
He has said privately,
however, that he could
conceivably envisage a
third state under some
moderate Palestinian
leadership. Allon has
asked for a Cabinet debate
on the Palestinian issue
but Rabin seems deter-
mined to delay it -until
after his visit to the U.S.
at the end of January.
Rabin's challenge was
also seen directed at doveish
ministers who have spoken
out publicly against the
handling of the Sebastia af-
fair, and also at ministers
who have argued their op-
position to budget cuts in
the news media.
The premier's statement
was reportedly triggered by
a letter to him from Justice
Minister Haim Zadok com-
plaining about ministerial
statements critical of gov-
ernment policies.

Ford's statement was re-
leased by the State Depart-
ment. It said: "The Presi-
dent has authorized the
State Department to state,
we strongly deplore this
constant leakage of most
confidential information.
The department has con-
veyed a message from the
President to the Israeli gov-
ernment conveying these
views." .
According to Maariv,
Kissinger's message ar-
rived about three weeks
ago. The newspaper said
that American Ambassa-
dor Malcolm Toon tried to
deliver the message to Is-
rael Premier Yitzhak Ra-
bin who refused to accept
it. Maariv said Rabin told
Toon that the Syrians
could not dictate to Israel
if and when additional set-
tlements should be set up.
Last June the U.S. gov-
ernment lodged a similar
protest against leaks from
the Israeli government after
the New York Times pub-
lished maps of the Sinai
peninsula showing the final

troop positions that had
been agreed between Israel
and Egypt as part of the sec-
ond interim agreement.

Israel's relations with the

Ford rebuked Israel for
what he described as
"leakage" of information
concerning diplomatic ex-
changes between the United
States and Israel.
The rebuke followed a
report in the Israeli news-
paper Maariv that Secre-
tary of State Henry A. Kis-
singer had sent a message
to Israeli Foreign Minister
Yigal Allon in which he
criticized Israel's decision
to establish four new set-
tlements on the Golan
Heights.

the Pope's statement on the
Palestine Liberation Organ-
ization painful "to the cause
of peace in this season, of
Christian preaching," lir.
Joseph P. Sternstein, presi-
dent of the Zionist Organi-
zation of America, said that
the words from the Vatican
will encourage the PLO to
carry out their war against
Israel, including acts of ter-
ror.
Dr. Sternstein noted that
the Pope did not recogniie
the state of Israel, while rec-
ognizing Jordan. "It is also
surprising," Dr. Sternstein
said, "that Pope Paul failed
in his appeal to say a word
about the Christians in Le-
banon who are now being
massacred by the Palesti-
nian terrorists, with the aid
of the Moslem Arab State."
The ZOA president added
that the Pope's statement
"is a denial of the Bible and
its attestation that the Jew-
ish people inherited their
land by Divine rights."
