If, as the predominant
opinion holds, this has
been a Libyan job, where
does Moscow stand? Can
Russia continue to pour
arms and encouragement
to Col. Qaddafi, who in
this caper has probably
done more to shake OPEC
solidarity than anyone.
And Algeria's suspicious
willingness — on humani-
tarian grounds, of course, as
its own terrorist foreign
minister Abdel Aziz Boute-
flika, so piously under-
scored — to provide a first
stop for the kidnapers'
flight? That looks a bit
fishy, but no fishier than
the spectacle of that inter-
national provocateur, Bou-
teflika, as recent president
of the UN General Assem-
bly.

past record on acts of anti-
Israeli terrorism, her Chan-
cellor Bruno Kreisky's near
indecent haste to accede to

Shah Says Back
Israel, Palestinians

WASHINGTON (JTA) —
The Shah of Iran and his
foreign minister told a U.S.
Congressional delegation
recently that Israel's "ex-.
istence must be recognized"
and that "Palestine should
be recognized as an indepen-
dent state and become a
member of the United Na-
tions in the same manner as
Israel."
However, the Iranian
leaders said, according to
the Congressional report,
that while "Iran believes
that the lands occupied
since 1967" should be re-
turned "there is a. question
as to whom they should be
returned."
According to the report,
the Iranian leadership de-
clared "The Rabat confer-
ence did not necessarily
foreclose Jordan as repre-
sentatives for the Palestini-
ans." The delegation report
said that "Iran voted for the
UN resolution on Zionism as
a gesture of solidarity with
the Arab bloc."
In reporting the delega-
tion's discussion with Is-
rael's Premier, the delega-
tion said Yitzhak Rabin
declared that Israel does not
believe it has the right to de-
cide who represents the Pa-
lestinians but that pros-
pects for a solution of the
Palestinian issue would be
good if negotiated between
Israel and Jordan.

3,000 Apartments
Due in Jerusalem

JERUSALEM (JTA) —
Despite budget cuts, an-
other 3,000 apartments will
be built in Jerusalem this
year, Housing Minister
Avraham Ofer promised
Mayor Teddy Kollek.
Most of the new apart-
ments will be built in new
neighborhoods outside the
center of the city. They will
constitute a fourth of the
new apartments to be built
by the ministry throughout
the country

the kidnapers' demands
should not surprise us, ei-
ther. If the victims had
been, say, an Israeli delega-
tion, not OPEC oil minis-
ters, would Kreisky have
been more stern and less
solicitous to keep the vic-
tims unharmed?
The big lesson in all of
this is that the Arabs, with
Moscow mischievously ma-
nipulating, training and
arming them, has unleased
terrorism as a worldwide
phenomenon.
