Person-to-Person Program Proposed to Increase Aliya

NEW YORK (JTA) --- In a
bid for increased aliya from-
the United States, Uzi Nar-
kiss, director of the Israel
Aliya' Department of the
WOrld Zionist Organization,
outlined a number of con-

crete proposals to the inau-
gural meeting of the Na-
tional Aliya Council.

gional aliya councils from

tional Jewish organizations
attended the all-day confer-
ence Sunday under the aus-
pices of the WZO-American
Section to deal with absorp-
tion problems, making
known available job open-
ings in Israel and strength-
ening aliya centers in this
country.
Two innovative ap-
proaches introduced by -
Narkiss, were part of a
lively discussion. One, he
explained, was "a people-
to-people campaign in
which communities in the
United States select a ki-
butz, moshav, hospital or
development community in
Israel and take as their
responsibility recruitment
and shipping of volun-
Seers. A mechanism will be
set up to effect a flow of
ideas and cooperation be-
tween the 'twin communi-
ties'."

Narkiss did not minimize
the'difficulties involved. But
he also asserted that solu-
tions have been inaugu-
rated. "The main identifia-
ble problems of absorption
are housing, employment,
social integration and cul-
ture shock," he said.
"Steps are being taken to
improve these areas Of con-
cern, and, what is perhaps
more important, increased
American aliya will create a
new atmosphere of progres-
siveness in Israel: a new:
willingness not only to dis-
cuss but to effect change."

Compliance Seen
on Arab Boycott

WASHINGTON .— A
Commerce department offi-
cial disclosed that in nearly
three-fourths of 50,000 trad-
ing transactions with Arab
countries since 1970, Ameri-
can companies had declined
..to tell the United States gov-
ernment whether they had
complied with Arab boycott
demands.
According to the New
York Times, the official as-
serted that this indicated
that in most if not all of
these transactions, the
American companies had
complied with' the Arab de-
mands involving a boycott of
Israel.
The official, who asked
for anonymity, said that
formal Compliance with the
boycott request did not nec-
essarily mean that the com-
panies were not also trading
with Israel. -
He explained that the
most usual statements
that the American- copipa-
-nies- -were -called on--to
make were that the ship

not blackliqed, that the
goods were not of Israeli
origin and that the insur-
ance company involved
was not blacklisted.
