`Arms Balance

in Mideast Not 41
a Viable Policy' 43

WASHINGTON — "It is
impossible to talk of an
arms balance as United
States policy in the Middle
East, as in the past," accord-
ing to Dr. Joseph P. Stern-
stein, president of the Zion-
ist Organization of Amer-
ica, who appeared Dec. 4 be-
fore the Subcommittee on
Foreign Assistance of the
Senate Foreign Relations
Committee, chaired by Sen.
Hubert H. Humphrey.
Citing a recent_disclosUre
by Israel's Defense Minister
Shimon Peres, he said Saudi
Arabia, Egypt, Syria, Li-
bya, Jordan and Kuwait
have contracted for arms
purchases totalling more
than $12 billion.
Israeli Chief of Staff Mor-
dechai Gur recently
claimed, Dr. Sternstein
said, that the Arabs now
have 6,000 tanks, more than
the Russians and Germans
had during World War II.
