Security Council Vote Deplored

Moynihan Lashes Soviets;
Hits Slanted UN Language

WASHINGTON (JTA)
The State Department said
Wednesday it stands fully
behind the charge made by
the U.S. Ambassador to the
UN, Daniel P. Moynihan,
that the Soviet Union was
directly responsible for the
resolution equating Zionism
with racism adopted by the
General Assembly.
The State Department
said the speech in which
Moynihan charged that the
resolution was part of a
campaign against Zionism
that Moscow has been con-
ducting for more than four
years to serve its domestic
interests as well as its pur-
poses in the Middle East
"was cleared by the depart-
ment" before it was deliv-
ered.
Referring to the anti-
Zionist resolution, Moyni-
han declared, "That infa-
mous act was seen as an
Arab initiative, but was it?
The Ukraine for one, was a
sponsor of the resolution
which directly served an
approved Soviet course."
The 1971 Soviet college class
r was under the title, "Anti-
Sovietism is the Profession
of the Zionists."

Moynihan said the arti-
cle accused Jews of all
manner of plots against
communism much as Hi-
tler had accused them of
plots in support of com-
munism.

Moynihan contended,
"This is all one campaign
serving the Soviet need to
deal with what is one day
going to be its central politi-
cal problem—or -may al-

ready be—that of ethnic_
conflicts; and also serving
its general aims in the Mid-
dle East."

In New York Wednesday:-
Moynihan said that the an-
ti-Zionist resolution
adopted by the UN General
Assembly was possible be-
cause of "the distortion of
language' and the decline in
the meaning of language at
the UN.

Addressing 75 members
of the book publishing in-
dustry at a luncheon for the
United Jewish Appeal—
Federation of Jewish Phi-
lanthropies joint campaign,
Moynihan charged that "the
language of human rights"
has been drained of mean-
ing and words no longer
mean what they should
mean.

The meaning of the reso-
lution, Moynihan said, is
that now any time racism
is deplored Israel will be
deplored. He added that
"everytime when someone
will call wipe out racism"
the demand will be wipe
out Israel.

Concluding, Moynihan
said the misuse of the word
"racism" in the United
States is the reason in part
for its misuse in the UN.
