American aid for Israel is
being given with some im-
portant qualifications.
Of the total sum of $2.2
billion earmarked for Israel,
only $1 billion is in the form
of an outright grant. This
new loan obligation will cer-
tainly have a serious impact
on Israel's budget. The per-
centage of the national
budget which now goes to
service foreign debt grows
from day to day.

The sessions ranged from
small discussions in resi-
dents' homes to weeklong
retreats at campsites.
