Kissinger Endorses Israel's
Ability to Defend Existence

WASHINGTON (JTA) —
Secretary of State Henry A.
Kissinger's assertion before
the House International
Relations Committee last
week that "the keystone of
our policy in the Middle
East has always rested on
the ability of Israel to per-
severe in its own defense" is
being pondered by observers
here for clues to Adminis-
tration strategy that might
be contained in the Secre-
tary's words.
On the face of it, Kissin-
ger's remark was by far his
most favorable public affir-
mation toward Israel in the
27 months since he took of-
fice as Secretary of State.
Some sources here see
Kissinger's ardent endorse-
ment of Israel's ability to
defend its existence a ploy
to influence Congress to
approve the Administra-
tion's full $4.7 billion for-
eign aid package, 70 percent
of which is earmarked for
Middle Eastern countries
including Egypt, Syria and
Jordan and Israel.
to ease Israeli apprehen-
sions over the Administra-
tion's treatment of Sadat
which could arouse suspi-
cion in Jerusalem that more
deals were in the making
with Egypt at Israel's ex-
pense.
Although the Adminis-
tration stated categorically
on the last day of Sadat's
visit that U.S. Middle East
policy was unchanged either
by the visit or by the shake
up in the Ford Cabinet, the
meaning of no change could
be taken as a reaffirmation
of the President's statement
that the U.S. would tolerate
"no stagnation, no stale-
mate" in the Middle East.
