Israelis Scored for Energy Waste TEL AVIV (ZINS) — Dr. Walter Levy, a German- born Jew who is one of the world's foremost experts on energy, said in an interview in Yediot Ahronot that the Israelis consume energy ex- travagantly. Levy further charged that Israel's record for fuel conservation is worse than that of any other western country. Dr. Levy made certain recommendations including raising the price of fuel and imposing additional taxes on users of energy. He also was critical of Is- rael for failing to use solar energy to a great degree. According to Dr. Levy, the wider use of solar energy is not a matter of scientific pride or prestige but a prac- tical matter of life or death for the nation. JERUSALEM — Knesse- ter Zevulin Hammer, leader of the "Young Guard" in the National Religious Party, seems set on the road to prominence in Israel's na- tional political arena. Ham- mer, unanimously nomi- nated by his party as its third representative in the Cabinet, was appointed by the Cabinet Nov. 2 as Social Welfare Minister. Hammer is a relatively in- experienced politician. A boyish looking 30, the father of four children who earned his BA degree in education and Jewish studies at Bar- Ilan University, he was vir- tually unkown six years ago when his name was included in the NRP candidates' list for the Knesset. 30% OFF within the NRP is not more than 20 percent, Hammer and his supporters have re- cently succeeded in drum- ming up the support of some 40 percent of the delegates to the NRP central commit- tee on major issues. The death at that time of Haim Shapiro, the much- liked and respected leader of the NRP, triggered an inner struggle in the party. In the wake of Shapiro's death the public became more and more familiar with the name of Hammer. Suddenly the public realized that within the NRP a young leader was evolving who was openly challenging the status of the older gen- eration.
