JERUSALEM — Recog-
nition of Israel and her right
to exist has been the one
constant element in the ups
and downs of Soviet policy
towards the Middle East.
The question of whether
or not the Soviet Union will
renew its relations with Is-
rael is never far from the
minds of Israel's diplomats
and the Israel public.

As Foreign Ministers
Gromyko and Allon were
meeting in New York, an
Israeli left-wing delegation
