president when he was not
yet 32 years old. During his
leadership enrollment rise
from 850 to 7,000; four cam-
puses in Manhattan and the
Bronx valued at more then
$100,000,000 were built: and
the budget rose from some
$40,000 to more than
$104,000,000 with some
$25,000,000 in government
research grants.
Eu phrates Accord
Threat to Israel?
NEW YORK — Israel
may be threatened by the
settlement of a long-stand-
ing dispute between Syria
and Iraq over the use of the
waters of the Euphrates
River.
According to Newsweek
magazine, with the settle-
ment, arranged by Saudi
Arabia, the 40,000 troops on
the Iraqi border have now
been moved westward —
toward Israel.
The magazine also re-
ported that Damascus also
plans to have the Iraqis add
their weight to the military
command already formed
between Jordan and Syria
for any future joint action
against Israel.

with Yeshiva University for
40 years as teacher, dean,
president, and now chancel-
lor, established the institu-
tion as the nation's first uni-
versity under Jewish
auspices. During his admin-
istration graduate schools
Of medicine, science, social
work, the social sciences
and humanities were estab-
lished as America's first
under Jewish auspices. The
university in September
1976 will also open its new
Benjamin N. Cardozo
School of Law.
Dr. Belkin also created
the first liberal arts-Jew-
ish studies college for
women, Stern College, and
brought Yeshiva Univer-
sity into national promin-
ence with innovative pro-
grams of research and
community service.

NEW YORK — Stephen
Lecker, community services
administrator and for the
past four years executive
director of the Y.M.-
Y.W.H.A. of Mid-Westches-
ter in Scarsdale, has been
named director of the de-
partment of community
planning of the Council of
Jewish Federations and
Welfare Funds (CJF), suc-
ceeding David Zeff, who is
retiring from the CJF after
24 years.
In his new position,
Lecker will direct the coun-
cil's services for providing
guidance in community
planning to more than 205
Jewish federations in the
United States and Canada.
