Hebrew U. President Cited by Pennsylvania

PHILADELPHIA —
Avraham Harman, presi-
dent of Hebrew University,
has received an honorary
doctor of laws degree from
the University of Pennsyl-
vania. The degree was con-
ferred on Dr. Harman by
Martin Meyerson, president
of the University of Penn-
sylvania, at the first in a
series of Bicentennial convo-
cations.
Two years ago, Presidents
Harman and Meyerson
signed an affiliation agree-

Cites Anniversary
of Their Liberation

NEW YORK — The
American Federation of
Jewish Fighters, Camp In-
mates and Nazi Victims,
Inc., will commemorate the
liberation from Nazi perse-
- cution at a dinner Sunday at
the New York Hilton.
The federation is corn-
prised of more than 250,000
survivors of the Holocaust
who are dedicated to re-
minding the world about the
atrocities against the Jews
so that they may never hap-
pen again.
The American federation
is the second largest chapter
in a world-wide organiza-
tion which was founded in
Israel. The organization
sponsors a traveling exhibit
on the Holocaust and Jew-
ish resistance and prints a
bi-monthly newsletter.

diplomatic posts.
University trustees and
faculty participated in the
ceremonies, which were at-
tended by some 500 guests,
faculty and members of the
administration. Dr. Har-
man gave the principal ad-
dress. A reception followed
the program.
Avraham Harman was
born in London and earned
his law degree from Oxford
University in 1935. Three
years later he settled in Pa-
lestine and became head of
the English section of the
Jewish Agency's Youth and
Information Department.
During Israel's war of in-
dependence, Harman was
deputy director of the Gov-
ernment Press and Infor-
mation Office. He later
served successively as Is-
rael's first Consul-General
in Montreal, as a member of
her United Nations Delega-
tion, and as Ambassador to
the United States from 1959
through 1968.
In 1972 Harman was
elected to his second four-
year term as president of
Hebrew University.

dation.
Arab opposition to the
General Assembly's recom-
mendation and the Arab
states' invasion of Israel in
May 1948 frustrated the UN
partition plan. Accordingly,
therefore, the Jewish peo-
ple's title to the whole of the
land of Israel remains valid
and the state of Israel re-
serves the right of sover-
eignty over Eretz Yisrael, as
that territory was compre-
hended under the Mandate.
Since the Six-Day War,
Israel and the Jewish people
have returned to the territo-
ries of the Mandate—the
historic borders of the Holy
Land. The religious law gov-
erning these territories is
that which applies to the
"suburbs of Jerusalem," as
mentioned above.
It is not by virtue of emer-
gency regulations that Is-
rael governs Jerusalem, but
by virtue of historic right,
and so must it be in respect
of our ancient land else-
where. The territories
which have been re-united
with those of the Jewish
state — Eretz Yisrael — are
not held by force of military
occupation, but by virtue of
Israel's ancient deeds of en-
titlement whose sanction
lies in the divine promise, as
fully acknowledged both by
the League of Nations and
the UN.
They are ours by virtue of
the words of Israel's Pro-
phets — which, throughout
the centuries, have been
universally recognized as
the legal basis for our right
to return to our land and to
establish an independent
Jewish state in Eretz Israel.
