List Grounds for Arab Boycott of Firms Trading With Israel

WASHINGTON (JTA) —
Secretary of Commerce
Rogers Morton is telling
American businessmen that
they do not have to stop
trading with Israel in order
to sell to Arab countries.

He coupled this statement
with 15 "specific grounds"
on which Arab countries
boycott companies engaged
with Israeli markets but did
not mention discrimination
against American compa-
nies with Jewish principals
for which he is under fire in
Congress.
In an editorial in
"Commerce Today," a bi-
weekly publication of the
Department of Commerce,
Morton wrote "boycott sanc-
tions are not applied by
Arab countries against U.S.
or other foreign firms which
engage in routine commer-
cial trade with Israel" and
"the astute businessman
aggressively looks for com-
mercial opportunities in Is-
rael as well as with her
newly wealthy neighbors."

He said Israel represents
"a billion dollar market"
for American goods and
services."

Continuing, Morton
stated: "Firms are boycot-
ted by Arab countries on
the more specific grounds
of having a main or branch
factory, joint venture, or
assembly plant in Israel;
holding shares in Israeli
companies; licensing their
technology patents or
trade names to Israeli
firms; providing certain
technical and consultative
services to Israel, explor-
ing for natural resources
in Israel; acting as agent
or principal importer in
the U.S. for Israeli prod-
ucts; or selling strategic
equipment and materials
directly to Israel."

Meanwhile, the New York
State Division of Human
Rights has held there is
valid basis for Anti-Defa-
mation League of Bnai
Brith charges that a division
of the American Bureau of
Shipping discriminated
against two American Jew-
ish applicants for engineer-
ing posts with ABS opera-
tions in Arab countries.
The Division of Human
Rights will hold a public
hearing if conciliation ef-
forts with ABS fail.

Morton Honors
Ghetto Victims

WASHINGTON '(JTA) —
Secretary of Commerce
Rogers Morton laid a
wreath at the memorial on
the site of Warsaw's old
ghetto to the more than
three million Polish Jews
exterminated by the Nazis
during World War II.
According to William
Rhatican, director of the
Commerce Department's
communications division,
Morton made the gesture
shortly after his arrival in
Warsaw recently for a
meeting of the Polish-
American Trade Commis-
sion.

General Elazar Had Asked
for 1973 Pre-Emptive Strike

JERUSALEM (JTA) —
Israel's retired former Chief
of Staff Gen. David Elazar
says he recommended a pre-
emptive strike against
Egypt and Syria on the eve
of the Yom Kippur War but
was overruled by then Pre-
mier Golda Meir because of
political considerations.
He maintained that had
Israel struck first on the ba-
sis of intelligence indicating
that its neighbors were
preparing for war, the
events of October, 1973
would have been different
and many lives might have
been saved.
Elazar, who was forced to
resign after the first preli-
minary report of the
Agranat Committee criti-
cized his conduct during the
early stages of the Yom Kip-
pur War, spoke at the final

symposium on the military
aspects of the Yom Kippur
War which drew some 200
military officers and ex-
perts from abroad and a like
number of Israeli officers
and military analysts.
Most of the foreign parti-
cipants are going to Cairo
for a similar symposium
this month. Elazar asked
them to convey to the Egyp-
tians the message that Is-
rael, too, learned lessons
from the last war and would
win another war should it
occur; but that Israel does
not seek military victories
because wars have not
brought peace to the Middle
East and peace is what is es-
sential for all parties.
