the Sinai agreement which
involve Israel and Egypt
alone, but anxiety and res-
ervations about committing
American personnel and fi-
nancial aid.

that "grave and difficult is-
sues remain unresolved" in
the effort to bring perma-
nent peace to the Middle

declared that he neverthe-
less welcomes the interim
agreement between Egypt
and Israel as , "a positive
achievement."
Observing that "perhaps
the most accurate descrip-
tion of the agreement is that
`it gives peace a chance in
this area,' " the former U.S.
Supreme Court Justice and
Ambassador to the United
Nations told a dinner audi-
ence here that "giving peace
a chance implies what is
obviously the case
that
peace is not at hand. "But

New JDC Office
Signals Changes

JERUSALEM (JTA) —
The American Joint Distri-
bution Committee will es-
tablish its new Israel head-
quarters in Jerusalem Jan.
1, according to Jack D.
Weiler, JDC chairman.
The new headquarters
will formalize a major
change in the nature and ex-
tent of the organization's
health, welfare and educa-
tion programs in Israel, in-
volving a current annual
expenditure of some IL 77
million which represents 40
percent of JDC's global ex-
penditures.
Weiler noted that during
its 25 years of activities in
Israal, JDC spent some $200
million through JDC/Mal-
ben and over $1 billion on its
world-wide activities for
Jews in need since its incep-
tion 61 years ago.
The new arrangement,
Weiler said. will enable
major savings in adminis-
trative costs.
