Waldheim Says M.E. Needs 'Global Solution'

clared that the Middle East
situation requires "a global
solution which will take into
account all the aspects of
the problem including rec-
ognition of the rights of the
Palestinian people."
Waldheim's remarks,

that the Sinai agreement
must not be allowed to
create "dangerous" compla-
cency, were made Tuesday
to diplomats attending the
annual Dag Hammaskjold
Memorial Scholarship
Luncheon.
There were no Israeli dip-
lomats present because of
Yom Kippur.

Some diplomats said
they were surprised that
Waldheim had spoken of
the rights of Palestinians
at a time that four Palesti-
nians had seized the Egyp-
tian Embassy in Madrid.
But they said this was
seen as balancing his
praise of the Sinai agree-
ment with remarks that
would please such Arab
countries as Syria and
Algeria.

In Mexico City, mean-
while, President Luis Ech-
everria ratified his promise
given to Palestine Libera-
tion Organization leader
Yasir Arafat to permit the
' PLO to open an information
office in Mexico's capital.
Echeverria originally
made his promise to Arafat
when he met him during his
Mideast trip last month
prior to visiting Israel.
Meanwhile, in a recent
statement to the Senate,
Sen. Charles H. Percy (D-
Ill.) criticized PLO extre-
mists for threats against
the interim Sinai agree-
ment. He said, in part:

"At this time when we
have reason to expect a
reduction of tensions in the
Sinai as a result of the Is-
raeli-Egyptian interim
settlement, it is disturbing
if not surprising to hear
threatening sounds from
certain Palestinian lead-
ers.

"To extremists, the path
of negotiation is so contrary
to their hit-and-run tactics
that the very thought of it is
threatening. So threatening
in this case, in fact, that the
PLO newspaper in Beirut
has urged Arabs to shoot to
kill any Americans sta-
tioned as cease-fire observ-
ers in the Sinai.
"This threat is patently
designed to encourage op-
position in the United
States Congress to sending
200 American civilian techn-
icians to the Sinai.
"It deliberately ignores
the fact that American
technicians in the passes
will be in the UN buffer
zone under the protection of
UN troops, and that provi-
sion is made to withdraw
the Americans immediately
should they ever be in jeop-
ardy.

"The PLO threat will
not influence Congres-

sional action one way or
another. What it will do —
like previous PLO threats
and acts of terrorism — is
to further hinder the legit-
imate rights and goals of
the Palestinian people.

"If Yasser Arafat wishes
to prove to the world that he
is indeed less extreme than
his rivals in the PLO, now is
the time for him to initiate
some restraint over the bel-
ligerent PLO propaganda
and the savage attacks on

The latest archeological digs
carried out this year have
unearthed a well at Beer-
sheba which has been iden-
tified as that dug by the pa-
triarch Abraham in biblical
times.
