Military Assistance Subject of Washington Talks
(Continued from Page 1)
raeli memorandum on
arms assistance was
leaked to the press by
Administration sources.
Some of the points were
disclosed in Jack Ander-
son's column Tuesday.
One of the points
that became known was
a U.S. agreement with Is-
rael that the next agree-
ment reached with Egypt
"should be a final peace
agreement" and that "the
U.S. government will
vote against any Security
Council resolution which
in its judgement affects
or alters adversely the
agreement."
The memorandum also
noted that the U.S. will not
expect Israel to begin imple-
menting the agreement be-
fore Israeli cargoes can
transit the Suez Canal.
Kissinger gave assur-
ances that the U.S. would
not have to ration gasoline
in order to supply Israel
with oil after the Abu Rod-
eis oilfields are returned to
Egypt. He said Israel's oil
consumption was only
120,000 barrels a day, an
infinitesimal amount that
could not possibly affect
American consumers.
Kissinger said the in-
terim agreement in Sinai re-
duced the threat of a new
Arab oil embargo.
In Tel Aviv, Finance Min-
ister Yehoshua Rabinowitz
said after his return from
Washington that he was not
entirely satisfied with the
extent of American finan-
cial aid offered Israel in the
wake of its new interim
agreement with Egypt.
Rabinowitz said he had
hoped for at least $2.5 bil-
lion this fiscal year but ex-
pects no more than $2.3 bil-
lion, subject to the approval
of Congress.
Ht said that sums ear-
marked for oil purchase and

He observed that it would
have been "desirable" to re-

The ways and means that
Israel will be compensated
for Abu Rodeis are yet to be
decided, Rabinowitz said.
He disclosed that Israel
would receive a $200 million
loan from the International
Fuel Fund. Last year Israel
received a $70 million loan
from the fund.
President Ford, replying
to criticism of the cost of the
Middle East peace accord to
the U.S. taxpayer, said, "I
think it is fair to point out
that several months ago 76
Senators sent me a letter ac-
tually urging that I recom-
mend to Congress more
money for Israel and no
guarantee of peace,
whereas, at the present time
we have made this agree-
ment—that is Israel and
Egypt have made this agree-
ment—and the prospective
cost to the United States is
less than what the 76 Sena-
tors recommended. So we

This is a "shocking atti-
tude," Case said in a press
statement. "It abdicates
the responsibility of our
executive branch and it
denies Congress its essen-
tial role in the making of a
highly, significant foreign
policy decision."
Case's statement followed
Secretary of State Henry A.
Kissinger's expression that
the issue of the missiles is
