NEW YORK — "The con-
stant fear of war and dan-
ger signals in the policy of
the United States of Amer-
ica, Israel's staunchest sup-
porter, contribute to an al-
most Hamlet-like soul-
searching on a national
scale. Everything points to-
ward the necessity for alert-
ness combined with re-
straint, for complete
military mobilization, and
the stubborn pursuit of
peace. One dare not destroy
this delicate balance."
This view of Dr. Berl
Frymer, a Labor Zionist
leader, is among several
which appear in a current
Jewish affairs pamphlet
entitled "Trends and Atti-
tude's in Israel Today," pub-
lished by the Labor Zionist
Alliance.
The pamphlet discusses
crucial stages in Israel's in-
ternal structure as well as
the development of the La-
bor Party since the Yom

Kippur War. Dr. Frymer is
director of culture of the
Histadrut in Tel Aviv.

The booklet, which is
the fifth in the Current
Jewish Affairs Pamphlet
Series issued by the De-
partment of Culture, Edu-
cation and Community
Activities of the Labor
Zionist Alliance, takes up
such issues as "The Mass
Media," "The Doves and
the Hawks," "The Dia-
logue of Generations,"
"Extra Parliamentary
Expressions" and "The
Situation in the Labor
Party."

The booklet is available at
50 cents a copy from the La-
bor Zionist Alliance, 575
Sixth Ave., New York, N.Y.
10011.
Dr. Frymer also stated
that another result of the
Yom Kippur War was that
the "previous passive ele-
ments in the society, the in-
telligentsia and the youth,
became more alert to and
involved in the political life
of the country."

In the section on "Extra
Parliamentary Expres-
sions," he notes that "the
new phenomenon of dissid-
ence in political life in Israel
is here to stay." The politi-
cal establishment in Israel
must always be aware of
their presence as well as
their potential expansion
and development. These
groups are not peripheral
movements in the style of
Communist-front organiza-
tions.
On the media, Dr. Frymer
states:
". . . the press plays a
disproportionate part in Is-
raeli life, and it exerts an in-
fluence that is often larger
and more direct than that of
political leaders and public
servants."

Writing about the Israel
Labor Party, Dr. Frymer
says that the "Labor
Party mirrors every bend
and change of the people;
it is the most perfect seis-
mograph of the Israeli
reality."

Royalty Hiding in Portugal

ESTORIL, Portugal —
European royalty and so-
ciety that have dominated
this community on Portu-
gal's Atlantic coast for dec-
ades are quieting their life-
style, or leaving under
Portugal's leftist-dominated
government.
Among the nobility still
living in Portugal's "golden
triangle" are Magda Lu-
pescu of Romania, who mar-
ried the late King Carol in
1947, and who is still called
Princess Elana by townfolk.
Other bluebloods still liv-
ing there are Don Juan de
Borbony Battenberg, a
claimant to the Spanish
throne; former King Um-
berto II of Italy; and the
pretender to the Portuguese
throne, Dom Duarte Nuno.

Arab Navies Are
Shown Stronger
Than Israel's Fleet

NEW YORK — The latest
edition of Jane's Fighting
Ships, published in London
on Aug. 24, cited the com-
parative strengths of the
Israeli, Egyptian and Syr-
ian navies:
• Israel — 1,500 officers
and men, including 1,000
full-time naval commando
force. Another 5,000 civil-
ians - are posted to reserve
units. Craft: Two submar-
ines, and three more under
construction; 18 high-speed
missile boats, and six more
under construction; two
large patrol craft; 43 light
coastal patrol boats.
Egypt — 15,000 officers
and men, including coast
guard. Craft: five destroy-
ers; three frigates; 12 cor-
vettes; 12 submarines; 12
high-speed missile boats; 36
high-speed torpedo boats; 17
amphibious craft; 10 mine-
sweepers; two shallow
coastal minesweepers.
Syria — 2,200 officers and
men. Graft: 12 high-speed
missile boats; 16 torpedo-
equipped attack craft; three
large patrol ships; one mine-
sweeper.

Dr. Frymer is a former
secretary of the Poale Zion
in the United States and
Canada. He is also a mem-
ber of the presidium of the
Zionist Actions Committee
and a member of the Cen-
tral Committee of the Avo-
dah Party in Israel.

Herodian Relic
Unearthed in Dig

JERICHO — Excavations
south of the ancient tel
(city-mound) here have re-
vealed the remains of a
hippodrome built by the Ju-
dean King Herod, according
to the latest issue of
"Hadashot Ha'archeologia."
The report in the journal,
put out by the Antiquities
Department, says the race-
course measures 30 by 320
meters and matches a de-
scription given by the histo-
rian Josephus.
It adds that remains of
aqueducts going back to
Second Temple times have
been found which indicate
that it was the Hasmonean
(Maccabean) kings who laid
the groundwork for the ex-
tensive irrigation system in
the Jericho oasis.

One of the nobility said,
"There's no social life left
in Portugal, no more spe-
cial facilities and above all
no more respect for any-
one."

Portugal's communist-
leaning government has also
installed currency controls,
seized property and the
country has a chaotic school
system.
Many of the foreign-born
are also afraid of a corn-
munist takeover, especially
those who ran from similar
events in the Balkans. Those
who still have money are
leading quieter lives, rarely
going out, driving small cars
and wearing shabby clothes
to hide their wealth.
