China: 'Let Israel Remain'
William Safire, in his col-
umn Sept. 8 in the New
York Times, entitled "The
Chiao Document," reports a
Chinese view of recognizing
Israel.
Safire cautions that the
document he received, quot-
ing a speech made by main-
land China's foreign minis-
ter, Chiao Kuan-hua, three
months ago, was given to
him by Taiwan sources. He
said the text was taken from
notes, was obviously gar-
bled, and comes from an an-
tagonist of Red China.
Chiao was quoted as say-
ing:
"Once the Republic of
Israel was established,
you cannot say that it is
not there. At any rate, you
cannot return the Palesti-
nian refugees to their old
homes, because then you
will create Jewish refu-
gees. This is a thorny
problem indeed.

Vice Minister Wang once
asked Chairman Mao
whether or not we should
recognize Israel.
Chairman Mao replied:
`In the battle between Wei
and \Vu, K'ung Ming clev-
erly seized Chingchou and
Hsianyang, and stood on
T'ai Shan watching tigers
fight.' "
My handy pocket Chinese
Talmud (and an earlier re-
ference in the document)
suggests this recalls the
wars of the "three king-
doms" of China, around the
time of Christ, and means
that the smart warrior
urges his foes "let's you and
him fight." But Chiao sug-
gests the fighters will not be
the Arabs and Jews:
"My personal view is
that it is better to have an
Israel than not to have
one. Let it remain there,
but we will not recognize
it."
The Soviet revisionists
want to fight the U.S. impe-
rialists. The sultans and
sheiks of the Arab world,
big and small, would then
have a place to spend their
money on . . . let them buy
Soviet planes to fight
against U.S. planes, and let
them buy U.S. rockets to
fight against Soviet tanks.
"In the end, the question
will not be who will emerge
the victor, not whether the
Jews of Israel or the Palesti-
nian people will vanish from
this earth.
"Rather, it is certain the
revolutionary storm will
drive away the aggressive
influence of U.S. imperial-
ism, totally overthrow the
parasitic, decadent, and
oppressive feudalistic ruling
class, thereby establishing a
bright Middle East of the
people."
