forces the day before the
fateful Yom Kippur, when
some concern already was
expressed about an im-
pending war, would as-
suredly have completely
routed the invading Arab
armies. As events devel-
oped, Gen. Herzog reaf-
firms the realism of the
few days after the Yom
Kippur shock that a nation
caught unaware, for a
brief period in danger of
destruction, quickly
emerged as the victor, re-
cording for history, in a
situation of being over-
whelmingly outnumbered
and overstocked with mili-
tary hardware, as a most
miraculous victor. The re-
sults of the Yom Kippur
War are viewed by Gen.
Herzog as the greatest mil-
itary achievement in all
history.

The significance of Gen.
Herzog's anal y ses lies in his
concessions of error. On the
day before Yom Kippur
1973, instead of mobilizing,
the military were concerned
with discussions about dis-
cipline.
There were, it is indi-
cated, blunders in making
military leadership assign-
ments.
Especially blundering, it
is pointed out, was the fail-

bravery on the battlefield.
The Arabs were not to be
viewed as cowardly, and
while they could not match
Israel soon after the Israeli
soldiers regained their pos-
ture less than three days
after the fateful Yom Kip-
pur, Egyptians and Syrians
did fight bravely in the ini-
tial attacks.
A major shock resulting
from the blunders preceding
Yom Kippur preparations
for defense was the element
of surprise. Both the Egyp-
tians and the Syrians
proved they could keep the
secret of their plans and- 1
their joint surprise moves
caught Israel unprepared.

This is where Israel's
intelligence forces failed,
and on that score there i0
the rebuke stemming from
the thorough analysis of
the situation by Gen. Her-
zog.

but not in the state of the
tanks. He relied entirely on
the chief of staff and the

the army's planning and
operations. But as a minis-
ter he took little interest in
the day-to-day life of the

some, exonerates several.
Of interest in this connec-
tion is former Prime Minis-
ter Golda Meir's declaration
in her autobiography,. just
published, that she felt re-
gret at not having ordered
mobilization of Israel's mili-
tary forces before Yom Kip-
pur. On the score of Mrs.
Meir's status in the Herzog
historical record, and that
of former Defense Minister
Moshe Dayan, the Herzog
book provides significant
views. He states in "The
War of Atonement":
"Dayan is a man of un-
usual ability who preferred
to focus on certain aspects
of his job and ignore all oth-
ers. On the other hand, he
tended to try to share re-
sponsibility with various
functionaries—highlighted
by his custom of being ac-
companied to Cabinet meet-
ings by the chief of staff and
the director of intellig-
ence—creating a situation
in which he could say: 'They
said it, I didn't.'

"He developed the bril-
liantly successful Israeli
policy in the occupied ter-
ritories, which interested
