This year adds a special dimension to the meaning of your observance. These solemn days are marked by a traditional exhortation to prayer and self-examination. They mirror in a unique way the general mood in our country as we approach the celebration of our National Bicentennial. On the eve of the two hundredth year of our independence as a nation, we are joined as Americans in a spirit of reflection, renewal and reaffirmation. This same spirit has united the Jewish people for centuries in the observ- ance of Rosh Hashanah and Yom Kippur. Each of you can take deep pride in the profound and positive influence of the Judaic heritage on our national life. The principles that guide you in your religious worship have also inspired countless and enduring con- tributions of the Jewish people to humanity and social justice. Your values are a great component of our quest for the brotherhood of man under the Fatherhood of God. The inspired leadership and special sensitivity of Juda- ism in areas of humanitarian concern fill niany brilliant chapters of America's history. Mrs. Ford and I extend our sincere best wishes for the Jewish New Year. May it witness world progress toward fulfillment of the prophets' vision of peace and prosperity for all mankind. New York Outlaws Passover Labels NEW YORK ( ) — Governor Hugh L. Carey has signed a consumer pro- tection law. which will bene- fit observers of the kashrut laws. The law mandates that only the manufacturer or packer of a product may af- fix labels certifying kosher or kosher for Passover. The law also provides that the lahel must be securely af- fixed to the outside of the container, or to the product itself if it is not packaged. It has been the practice of many retailers to affix kosher or kosher for Pas- so•er labels on products sold in their stores, the gover- nor's office said. The legisla- tion signed by Carey prohib- its this fraudulent practice by permitting only the man- ufacturer or packer of a product to affix kosher or kosher for Passover labels. The law signed by the gov- ernor relates to the labeling of kosher foods and does not determine any degree for standards of kashrut, which is considered a religious function. Lost Revenues 600 Leaders Meet in Chicago for International Bonds Parley CHICAGO (JTA) — More than 600 Jewish leaders from the United States and Canada met last weekend in Chicago at the International Fall Leadership Planning Conference of the Israel Bond Organization. A special tribute was given in memory of Pinhas Sapir. Sam Rothberg, gen- eral chairman, emphasized that "a close day-to-day re- lationship existed between the Bond Organization and Sapir during the 12 years he served as Israel's Minister of Finance." Chaim Herzog, Israel's newly-appointed ambassa- dor to the United Nations was principal speaker. Herzog said that "the new agreement could be the most far-reaching one Israel has ever signed with a neighbor," emphasizing that it still leaves Israel "with adequate depth for defense should it not work out." Premier Yitzhak Rabin called on the Jewish com- munities in the United States and Canada for in- creased large-scale financial aid to help solve Israel's se- rious economic problems. Israel's Premier cabled a request to the Jewish lead- ers meeting at the planning conference asking for help to "lighten the burden of our people." He said they were hard pressed by "serious eco- nomic problems" resulting largely from Israel's enor- mous defense burden. Israel Bond funds are needed, Rabin said, "to maintain our economic sta- bility and the momentum of Our economic development." Referring to the latest disengagement negotia- tions, he emphasized that despite its strong commit- ment to peace, Israel "would never agree to peace at the expense of our vital secu- rity." JERUSALEM — Despite the widening of the tax base, through the abolition of numerous benefits which have hitherto been tax-free or taxed at lower rates, it is estimated that the Israel Treasury will lose about IL. 1.5 billion yearly in tax rev- enues as a result of the re- forms.
