Mrs. Jacobson: Fulfillment a Reason for Making Aliya

By SHERYL ANNE GURA

(('opyrigh I 1975, JTA, Inc.)

N E \V Y 0 R K — \\. hy do
people choose aliya as the
answer to their lives? "Aliya
offers a complete and satis-
fying Jewish life and it con-
tributes to the strength of
the Jewish people as a col-
lective," responded Char-
lotte Jacobson, the recently
appointed chairman of the
National Aliya Council and
the chairman of the World
Zionist Organization-Amer-
ican Section.
"After the 1967 war,"
Mrs. Jacobson explained,

"with the excitement engen-
dered by the reunification of
Jerusalem, there was an
upsurge of American aliya.
American Jews felt they
were enriching their own
lives and contributing to the
Jewish people. There was
also a great influx of Soviet
Jews. Israel, faced with the
problems of channeling
aliya, could not cope with
the needs of the new immi-
grants or its own popula-
tion."

After the Yom Kippur
War, Mrs. Jacobson con-
tinued, "Americans post-
poned their decisions of

making aliya. There was
also a decline in the num-
ber of people who re-
mained after emigrating to
Israel. In the back of their
minds, they knew they
could always return if the
readjustment proved too
difficult."

The planning conference
for American aliya, held
last Match 2 in New York
City, created the National
•Aliya Council of which Mrs.
Jacobson is chairman. Mrs.
Jacobson said the council is
the umbrella organization
for all the local aliya coun-
cils.

In a recent article in the
Detroit News, military ana-
lyst Col. R.D. Heinl labeled
terrorism as international
blackmail. Col. Heinl stated
in part:
The world had no prob-
lems, during, the 18th and
19th centuries, in recogniz-
ing and defining piracy and
slaving, for example, as
odious international crimes
and stamping them out
wherever encountered.
To he sure, the interna-
tional community that sup-
pressed pirates and slavers
was many times more civi-
lized than today's UN Gen-
eral Assembly, the interna-
tional zoo which two years
ago just gave up on even
trying to define, let alone
condemn, terrorism as a
crime.

Saturday,

neither the Kremlin nor
Washington — whatever the
iMmediate, often heartrend-
ing cost — has ever paid
ransom or released a terror-
ist. This is the way a great
power should behave.
The final lesson, however,
of Kuala Lumpur is most
obvious: If there were no im-
prisoned terrorists on hand,
the motivation for further
acts of terrorism would he
reduced.

The death penalty for
terrorism, an odious, hei-
nous crime, would at one
stroke diminish the
world's population of atro-
cious criminals and de-
prive survivors of motive
and profit from this crime.

`Capucci Is Healthy;'
Arab Report Denied

JERUSALEM — The di-
rector of Israeli prisons has
strongly denied a report
from Beirut that Greek
Catholic Archbishop Hilar-
ion Capucci, serving a
12-year jail sentence for
smuggling arms for Palesti-
nian terrorists, was suffer-
ing from complete paralysis
largely as a result of his
imprisonment.

A practical first step
would be for Congress to de-
fine terrorism as a federal
crime and enact a Lind-
bergh-law type of statute
with mandatory death pen-

Asked what can he clone
by people who either cannot
or do not want to make

answered: "They can \vork

can send more and more
young people to Israel. They
can create a rich and diver-
sified cultural program at
