Bnai Brith Board Discusses Major Issues Affecting Jewry

HOUSTON — At its bian-
nual meeting here, the Bnai
Brith board of governors
discussed issues affecting
Jewry in general and the or-
ganization in particular.
In a major move, the
board voted to test Soviet
sincerity for the Helsinki
declaration calling for the
"free flow of peoples, ideas
and information" by seeking
to send an official delega-
tion to the Soviet Union to
meet with both Jewish ac-
tivists and Soviet officials.
Bnai Brith President
David M. Blumberg, who
introduced the proposal,
said the purpose of the dele-
gation would be to establish
regluar religious and cul-
tural ties with Soviet Jews
and consult with Soviet au-
thorities on liberalizing
emigration policies, acceler-
ating "reunion of families"
and restoring Jewish corn-

munal life under Soviet law.
His proposal was endorsed
by a majority of the
102-member board of gover-
nors.

In a related develop-
ment, the Bnai Brith also
called for "aggressive di-
plomacy" by the West to
resist a Third World
takeover of the Unted Na-
tions. Such a takeover,
they said, "could mean
finish to the world organi-
zation as a viable institu-
tion."

They endorsed recent
moves by Congress and the
State Department pointing
to a possible American
withdrawal from the next
General Assembly and a
cutoff of U.S. funds if an
Arab-prompted campaign
to suspend Israel succeeds.
At the same time, Sen.
Lloyd Bentsen (D-Tex.), a
candidate for the Demo-
cratic presidential nomina-
tion, called for U.S. trade .
concessions to Israel to
counteract the Arab boy-
cott.
Addressing public forum
at the meeting, Bentsen
made his proposal after
Arnold Forster, general
counsel of the Anti-Defama-
tion League of Bnai Brith,
had charged the Adminis-
tration with "actively oppos-
ing" measures to strengthen
the resistance of American
business firms to the boy-
cott.

Bentsen warned against
Soviet encroachment in
the Middle East by
strengthening Israel —
"our counterbalance to the
Soviets" — through an
expansion of trade, enact-
ment of stiff laws against
the Arab boycott, military
aid to Israel and a reduc-

Bentsen, who with Senate
Minority Leader Hugh Scott
(R-Pa.), introduced legisla-
tion authorizing the Presi-
dent to withdraw the U.S.
from the General Assembly
and cut off U.S. funds
should the Arabs succeed in
ousting Israel. said the U.S.
would not "tolerate the ex-
pulsion of Israel."

nouncement, Blumberg
noted that the experimental

man of the Bnai Brith per-
sonnel policy committee,

tinely formulated" along
with other personnel mat-
ters for future considera-
tion by the board.

A statement on Bnai
Brith official stationery was
mailed out last month to
various newspapers, includ-
ing the JTA, which claimed
that the organization had
urged disciplinary action
against any professional
staff member who took a
public stand in opposition to
any lodge policy.
Bnai Brith issued a dis-
claimer and termed the
statement "fraudulent."

membership cabinet,
showed that the propor-
tion of members "who are
not just passive dues pay-
ers but are community
minded in responsive
ways" was much higher
among coed units than
among the traditionally
separated groups.

Zionists Continue
Information Drive

JERUSALEM (JTA) —
The Zionist Executive meet-
ing here last week mapped
plans for continuing and
strengthening the political
and information policy the
World Zionist Organization
will carry out during the
coming months.
Avraham Shenker, head
of the organization and in-
formation department, said
the WZO should hold ip-
depth discussion with the
Foreign Ministry to adopt a
common political informa-
tion effort.
He said that despite polit-
ical differences within the
Zionist movement the infor-
mation policy should follow
the outlines of the govern-
ment's policy.
Moshe Rivlin, director-
general of the Jewish
Agency, called upon the
world Zionist federations to
head the drive against the
attempts to oust Israel from
the United Nations. A com-
mittee composed of Yaacov
Tzur, chairman of the Jew-
ish National Fund, Rivlin
anil Shenker was formed to
work out practical sugges-
tions for new information
efforts in the Diaspora.
