UNITED NATIONS, (JTA) — The United Na- tions Committee on Confer- ences decided to hold the fifth Congress on Crime and the Treatment of Offenders in Geneva on Sept. 1. The Committee rejected a pro- posal by Canada to postpone the congress until next year. The conference was to have been held in Toronto but the Canadian govern- ment announced that it had asked Secretary General Kurt Waldheim to postpone the conference. The Canadian action came after strong opposi- tion developed in that coun- try to admitting representa- tives from the Palestine Liberation Organization to Canada to attend the con- gress as observers. Canadian Ambassador Goeffrey Bruce expressed his government's "dis- appointment and concern" that the committee was not willing to agree to Canada's request for a postponement. Israel Economy Slows During Early '75 Bank of Israel Says JERUSALEM (JTA)- The Bank of Israel reported that Israel has suffered an economic slowdown during the first six months of this year. Industrial production was down five percent and pri- vate consumption decreased by the same figure, the bank reported. Exports declined slightly although they had been expected to rise as a re- sult of the 43 percent deval- uation of the Israeli pound last November and the fur- ther two percent devalua- tion last May. The bank's report ex- pressed particular concern over the export decline be- cause exports are regarded as one of the most impor- tant means of reducing Is- rael's balance of payments deficit which is currently, unofficially, estimated at IL 6 billion. The Bank of Israel's lat- est report refuted the op- timistic statements of some of Israel's leading economic experts, includ- ing former Finance Minis- ter Pinhas Sapir, who frequently claimed that the world economic reces- sion was felt less by Israel than by the Western coun- tries. One of the most ominous features of the report was the announcement that un- employment increased by 3.5 percent in the first quarter of the year, the big- gest increase since 1971. The report anticipated a moder- ate continuation of this trend although its statistics supported Labor Ministry claims of a manpower short- age, especially in the indus- trial sector. According to the Bank of Israel, Israel's economic slowdown is due to the rela- tive stability of world prices resulting from the produc- tion slowdown in the West which produced a negative effect on Israeli exports. Tov, upon the ter- mination of his. four years as Israel's ambassador to Santiago.
