10 Friday, August 1, 1975 THE DETROIT JEWISH NEWS Arab, Europe, American Banks in NY Pledge Non-Discrimination NEW YORK (JTA) — A consortium of Arab, Ameri- can and European banks seeking a charter for a new bank in New York State has assured the American Jew- ish Congress that it will "adhere to principles of equality and non-discrimi- nation" in its lending and hiring policies. The assurances were given after the AJCongress had called on the State Banking Department to re- quire a pledge of non-dis- crimination from the organ- izers of the United Bank, Arab and French, New York (UBAF-N.Y.) as a condition for issuing it a charter. In a letter to the AJCon- gress, the First National Bank of Chicago—one of the organizers of the new bank—said that the new bank's certificate of organi- zation would contain the fol- lowing provision: "The bank intends to conduct its operations in full compliance with all applicable requirements of the United States and New York State law; accord- ingly, the bank will, in all aspects of its operations, adhere to principles of equality and non-discrimi- nation." The AJCongress also re- leased the text of a letter from Ernest Kohn, acting superintendent of the State Banking Department, ex- pressing "the firm convic- tion of this Department that discriminatory practices or policies not only would be inconsistent with the anti- discrimination laws cur- rently in effect but . . . are incompatible with the pub- lic service function of bank- ing institutions in this state." Kohn wrote to the AJCon- gress in response to a letter from Rabbi Arthur Hertz- berg, its national president, following reports that the Bankers Trust Company of New York, First National Bank of Chicago, Security Pacific Bank of California and Texas Commerce Banc- shares . of Houston, Tex. were putting together the new financial institutions. More than 20 Arab banks and several from Europe would reportedly be asso- ciated with the American banks in the founding of UBAF-N.Y., and an esti- mated 40 percent of the bank's initial $25 million capital will come from Arab sources, news reports said. Meanwhile, Syracuse University is negotiating with Arab governments for grants to support uni- versity research projects but officials said the uni- versity would reject any grants requiring exclusion of Jewish faculty and staff members from the pro- jects. John J. Prucha, vice-chan- cellor for. academic affairs, said it was "inconceivable that Syracuse University would become involved in * * * any project with restric- tions regarding religion or nationality." The academic issue devel- oped earlier this month when five midwestern univ- ersities halted work on a project at Riyadh Univer- sity in Saudi Arabia after a Jewish dean at Michigan State University was denied a visa to work on the pro- ject. Prucha said the univer- sity had discussed with rep- resentatives of the Saudi Arabian Education Minis- try whether involvement of Jewish faculty members would affect projects involv- ing Saudi Arabia and that "we received firm assur- ances there would be no dif- ficulties." In Washington, the De- partment of Commerce said that Jordan had agreed not to ask Ameri- can firms which export products to Jordan whether there , are any Jews on their boards. The assurance was made on the basis of a letter to the Commerce Department, sent by the State Depart- ment, after the Commerce Department notified the State Department that an American firm reported to the Commerce Department last month that it had been asked by the Jordanian Min- istry of National Economy to certify there were no Jews on its board of direc- tors. Mrs. Rabin Claims TV Ignored Her; Showed Mrs. Sadat TEL AVIV (JTA) — Mrs. Leah. Rabin has complained that while the Arabic-lan- guage broadcasts on Israeli television showed a great deal of the appearance of Mrs. Jihan Sadat, wife of Egyptian President Anwar Sadat, at the International Women's Conference in Mexico City, the Hebrew- language broadcasts ig- nored her own appearance. Speaking at a Haifa wom- en's meeting, the wife of Is- raeli Premier Rabin said her appearance in Mexico was the first time she faced the world media and she used it to preach Zionism. She said the Mexican and United States television net- works prominently dis- played both her and Mrs. Sadat and she still receives encouraging letters from women in the United States. SCHECHTER'S Soviet Dancer Makes U.S. Debut NEW YORK — Interna- tionally acclaimed ballet dancer Vladimir Gelvan, who emigrated to this coun- try from the Soviet Union in April with the help of United HIAS Service, made his U.S. debut with the American Ballet Theater Monday at Lincoln Center, New York City. One of Russia's foremost young classical dancers, Gelvan arrived here with his wife and daughter. The 28-year-old Gelvan per- formed in the Soviet Union with' the Bolshoi, Kirov, Opera Theater and Riga companies since 1962. He has toured in East Ger- many, Hungary, Finland, Great Britain, France, Ire- land, Italy, the Netherlands, Egypt and Mexico.
