Atherton agreed with
Rosenthal that one reason
Jordan did not participate
in the Yom Kippur War was
because of the weakness of
its defense system. But he
said he was not aware of
any joint military adminis-
tration between Jordan and
Syria.
One of the major objec-
tions to the sale of the air
def6nse system to Jordan
has been that it has entered
a joint military pact with
Syria and that a modern, so-
phisticated air defense um-
brella would enable it to join
that country in a concerted
attack on Israel.
Fish testified that the
air defense system sought
by Jordan was far smaller
than similar systems of
other countries in the
area.
Retired Admiral Elmo
Zumwalt, former Chief of
U.S. Naval Operations, in
testimony before the Senate
Foreign Relations Commit-
tee, said the sale would en-
courage Jordan to take part
in any future war with Is-
rael.
He said the sale was ex-
cessive and dangerous,
would upset the balance of
power and the U.S. would be

TEL AVIV (JTA) — A
district military tribunal
imposed sentences Monday
on nine junior army officers
and non-corns for alleged
maltreatment of recruits at
an Israeli training base.
The penalties imposed on
the men, who ranged in
rank from lieutenants to
corporals, included warn-
ings, reprimands, demotion
and four-month suspended
jail terms.
They also included an
angry lecture by the presid-
ing judge, Lt. Col. Chava
Inbar.
The four-month military
trial which attracted great
attention in Israel, was
initiated on the complaint
of the father of a recruit to
the minister of defense

to Jordan. Israelis and their
supporters in the U.S. con-
tend that the advanced
ground to air missile sys-
tems would provide Jordan
with the air defense um-
brella it would need to at-
tack Israel from the east.
Peres made his remarks
against the background of
an apparent easing of ten-
sions on Israel's southern
front with Egypt.

Zumwalt also stressed
that the sale would force
Israel to consider both
preemptive attack and deep
penetration of Jordan to
avoid a kvar of attrition
along the Jordan River.
Meanwhile, in New
York, Mrs. Faye Schenk,
president of the American
Zionist Federation, voiced
strong opposition to the
proposed sale.
"At this time, when the
Administration is 'reas-
sessing' its policy in the
Middle East, we were more
than surprised to hear
about the proposed sale of
anti-aircraft missile sys-
tems to Jordan. We strongly
believe that such a move
would constitute a grave
threat to the security of the
state of Israel and we will,
therefore. do all that is
within our power to prevent
such a transaction," Mrs.
Schenk declared.
Meanwhile, in Jerusalem,
Defense Minister Shimon
Peres said Tuesday that
"Jordan is prepared for at
least a joint war effort with
Syria against Israel."
In reply to questions in
the Knesset, he stated,

ping a recruit's face and
kicking another recruit;
forcing one man to hold two
lighted flares; over-turning
beds not properly made; col-
lapsing tents and pouring
water on recruits to wake
them up; failing to allow
them the prescribed seven
hours of sleep before a day
of training; pushing a re-
cruit to make him run; and
forcing one recruit to carry
another on his back while
running.
