Both men were arrested June 15, 1970 and were charged with anti-Soviet agitation and undermining Soviet power. Both of their wives are already living in Israel. The NCSJ also reported that Vladimir Markman, one of the first Jews in Sver- dlovsk to apply to emigrate, left for Israel this week. In April, 1972 Markman was sentenced to three years for anti-Soviet activity after he applied for an emigration visa and also fought for the release of his friend Valery Kukui. Anna Berkovskaya, who was sentenced last year along with her husband, Yuri, after applying for exit visas, has been re- leased under the amnesty for the International Women's Year, the NCSJ said. Sources in the USSR say she is in poor health. Her husband is still in a labor camp. The SSSJ suggested that he received his visa because a group of Western scientists who are attending an upcoming con- ference in Tibilisi were planning "to do public battle for Dr. Gelman." In New York, the NCSJ and the Conference of Presidents of Major Amer- ican Jewish organizations have voiced opposition to any changes in the Jack- son-Vanik amendment to the Trade Act without an improvement in the Soviet Union's restrictive emi- gration policy. The two groups issued a joint statement following a meeting between President Ford and several of the 17 Senators who recently vis- ited the Soviet Union. The statement said: "Without any prior signs of positive performance we oppose new efforts to mod- ify those vital portions of the Trade Act which link trade policies to the emigra- tion practices of non-market countries. "With respect to the So- viet. Union, that perform- ance has been shockingly poor. In the last six months Soviet authorities could have demonstrated their positive intentions in regard to international obligations on emigration, without any connection to trade matters. Instead Jewish emigration has been slashed to its low- est point in years, and more Jews were imprisoned for emigration-related inci- dents. "In our view the ball is now in the Soviet court and before any thought can be given to modifying the law of the land we must see ac- tion by the Soviets: an end to the harassment of Jews, unhampered emigration for those Jews who wish to leave, and the equality of treatment in the USSR for Jews. While we support ef- forts to improve relations between our two great na- tions, we also believe that the Soviet Union should be more responsive to the sen- timents of the American People in regard to basic hu- man rights."
