Percy, addressing a din- ner sponsored by the United Nations Association, stated that "the one great danger that hangs like a black cloud over the United Nations is an anticipation that the Third World nations, having suspended South Africa last year from participation in the 29th General Assembly, will move in the 30th to sus- pend Israel." He predicted, however, that if the Arab nations oppose the attempt the Third World nations will not move to suspend Israel. Meanwhile, Iraq has reached a crisis in its rela- tions with the Soviet Union to a degree that opens the possibility of Iraq's recog- nizing the existence of the state of Israel, writes "Orient Petrol", a journal devoted to Middle East oil problems. The periodical notes that, as a result of the cold reception given the Iraqi leader, Sadat Hussein, on his visit to Moscow, the Iraqi regime is seriously considering cancelling its agreement with Moscow. Anderson stated that, at a meeting with An- drei Gromyka, he was told the Soviet Union would not lend support to any proposal aimed at excluding Israel from the United Nations. Anderson also said that, according to Gromyko, the Soviet Union will not inter- fere in America's efforts to find a solution to the Middle East conflict. In an article devoted to Middle Eastern affairs, Pravda, organ of the So- viet Communist Party, writes that it is the policy of the USSR to guarantee the existence of the state of Israel. Meanwhile, an Arab- sponsored bank that plans to open in New York shortly will be required to give a pledge of non-discrimina- tion before it receives a charter from the State Banking Department, ac- cording to Ernest Kohn, the department's acting super- intendent. In a letter to the Ameri- can Jewish Congress and at a meeting with its repre- sentatives, Kohn stated, "the firm conviction of this department is that discrimi- natory practices or policies not only would be inconsis- tent with the anti-discrimi- nation laws currently in ef- fect . . . but are incompatible with the pub- lic service function of bank- ing institutions in this state." 'TIL 9:00 For Your Convenience NEW YORK (JTA) — Dr. Walter Scheel, president of the Federal Republic of West Germany, declared that some of the great Jew- ish intellectuals, such as Sigmund Freud, Albert Ein- stein and Karl Marx, were persons of great German culture as well as being Jews. At the Leo Baeck Insti- tute in New York, which is the research center on the history of German Jews, Dr. Scheel declared that he was pleased that Jews driven out of Germany by the Nazis had maintained the German heritage that Hitler sought to erase. Dr. Scheel presented to Dr. Max Gruenwald, presi- dent of the institute, the first edition of the complete works of Heinrich Heine, published in 1866. The German leader re- called that this was the second time a president of West Germany had visited the institute. His predeces- sor, Theodor Heuss, came to New YoKk in 1958. The institute was named after Rabbi Leo Baeck of Berlin, the last leader of the German Jewish community before the Nazi era The budget adopted will be used for aliya work edu- cation and culture in the disapora; links with small Jewish communities; and Zionist activities.
