NEW YORK — Middle
Eastern countries for the
first time are investing their
oil billions in. stocks and
bonds purchasing $500 mil-
lion for the first quarter of
1975.
Investments by foreign
governments are tax free,
according to Newsday.

However, it reported that
the State and Treasury de-
partments are trying to play
down . the surplus in order
not to fray Middle Eastern
sensibilities.
The Swiss banks bought
$186 million on long term
securities, and many New
York bankers speculated
that a good part of that
might have been for Arab
customers.
However, the vice chair-
man of Citibank said he

doubted that the Arabs
were trying to keep secret
their investments. The vice
chairman said that the Ar-
abs have a selected list of
American, Swiss and Bri-
tish advisers, and that most
of the investments are made
at the advisers' discretion.
