Ford's Mideast Reassessment
Program Far From Conclusion

WASHINGTON (JTA) —
The White House and the
State Department made it
clear Tuesday that the Ford
Administration's reassess-
ment of Middle East policy
is ongoing and not yet near
a conclusion. Presidential
Press Secretary Ron Nessen
told reporters that Presi-
dent Ford's statement last
Friday that the U.S. ap-
proved Security Council res-
olutions 242 and 338 on the
Middle East stands."
Questioned about Secre-
tary of State Henry A. Kis-
singer's remarks Saturday
that the Administration
would have to seek a defini-
tion of what is meant by
secure, recognized borders
for Israel as stated in reso-
lution 242, Nessen referred
reporters to the State De-
partment.
Kissinger made his re-
marks with respect to the
letter to Ford last week
signed by 76 senators urging
the President to reaffirm
American military and eco-
nomic support for Israel and
stand by the principle of
secure, defensible borders
for that country.

Kissinger observed that
the matter of borders was
one of the "ambiguities"
in Resolution 242 and that
the Administration would
seek a definition in consul-
tation with Congress,
especially the Senate.

State Department sources
declined to comment on Kis-
singer's statement or why,
nearly eight years after the
adoption of Resolution 242,

Asked what happened to
the Rogers Plan, the State
Department sources would
say only that the reassess-
ment of Middle East policy
is continuing. The Rogers
Plan, enunciated in Decem-
ber 1969, by former Secre-
tary of State William P.
Rogers, envisioned a Middle
East settlement based on Is-
rael's return to its pre-June
1967 borders with only mi-
nor boundary changes. It
was taken to represent the
U.S. interpretation of Reso-
lution 242 with regard to
secure boundaries for Is-
rael.

Ford and Kissinger both
said over the weekend that
the U.S. would present its
own Middle East peace
plan after the President's
meetings next month with
President Anwar Sadat of
Egypt and Premier Yit-
zhak Rabin of Israel.

Kissinger stressed that
this would be done only if
the President failed to bring
Israel and Egypt closer and
that the U.S. would not im-
pose any solution. Any set-
tlement has to be worked
out by the Arabs and Israe-
lis through direct or indirect
negotiations, he said.

69,000 Arabs
Worked in Israel

JERUSALEM (ZINS) —
In 1974 some 69,000 Arabs
from the administered
areas under Israeli control
found employment within
Israel, an increase of 12 per-
cent compared with the year
1973 and 31 percent higher
than the figures for 1972.

rael's Supreme Court, said
last week that Conservative

in Argentina
Is Improving

JERUSALEM (JTA) —
After years of steady dec-
line, the state of Jewish edu-
cation in Argentina is begin-
ning to show some slight
improvement, according to
Haim Finkelstone, head of
the Jewish Agency's educa-
tion department.
Six new Jewish schools
had been set up in outlying
areas this year as the first
N stage of a comprehensive ed-
ucation plan devised by Jew-
ish Agency chairman Pin-
has Sapir during his visit to
Argentina last year, Finkel-
stone said.
The overall
figures
showed an increase of 500
children enrolled at Jewish
schools in Argentina. But
the total figure was only
20,000, Finkelstone contin-
ued. The basic problem was
a shortage of teachers, espe-
cially young teachers.
Altogether in Argentina
there are some 1,100 teach-
ers of Hebrew or Jewish
studies. But the profession
stood low in the social and
financial scale and for that
reason it was attracting few
new applicants.

indicated that by so doing
they might gain the right to
perform marriages and
other religious functions in
Israel.
Addressing a press con-
ference at the American
Jewish Committee here,
Justice Cohn expressed
vehement opposition to reli-
gious law as the law of the
state and said one of the
reasons why Israel has not
drafted a constitution in the
27 years since its independ-
ence was because of Ortho-
dox demands that a consti-
tution include a provision
stating that "Judaism
should be the religion of the
state."
The Supreme Court jus-
tice also had harsh words
for a recent resolution of the
United Nations Human
Rights CoMmission con-
demning Israel for its arrest
and conviction of Greek
Catholic Archbishop Hillar-
ion Capucci who is presently
serving a 12-year prison
term for smuggling arms to
terrorists in Israel.
UN interference with Is-
raeli court proceedings is
"incompatible" with the
rule of law, Cohn stated. He
said Israelis must be deter-
mined never to lower their
own standards of morality
and integrity.
