According to Pioro, West Germany has started civil actions against four Nazi war criminals but it is tak- ing an inordinately long time to bring them to court because there is no outside pressure. The four criminals in question are Constantin Canaris, Kurt Ashe, Ernst Ehlers and Karl Fielitz.
