JERUSALEM, (JTA) —
Premier Yitzhak Rabin re-
sponded angrily Monday to
former Foreign Minister
Abba Eban's criticism of his
government's policies dur-
ing the recent bilateral talks
with Egypt conducted by
Secretary of. State Henry A.
Kissinger.
The premier's rejoiner to
0 Eban's assertion that Israel
rather than Egypt was tol
blame'for. the collapse of the
talks was made all the more
- stinging by Rabin's failure
er to the Israeli states-
- and former diplomat
by name.
Speaking on, television,
.the premier referred to
statements that were "ir-
responSible even though
they were made by a man
who formerly held responsi-
ble office." Such state-

ments, he declared, weak-
ened Israel's position both
in the U.S. and in the Arab
world.
Rabin also spoke of
"certain persons" who
created an "exaggerated
impression" of the current
differences between Israel
and the U.S. and said
those persons could best
explain themselves what
motivated them to give
- such an impression.
Eban, who set off a furor
of criticism in Israel by re-.
marks he made in an inter-
view 'published last Friday
in Maariv, had accused the
Rabin government of taking
its strained relations with.
Washington too lightly. He
said, according to Maariv,

Israel and Arabs Use Arms
From Both the U.S., USSR

LARRY FREEDMAN

and cause a crisis in Jerusa-
lem-Washington relations.
"The negotiationS under
the mediation of Dr. Kissin-
ger began on the wrong
foot," Eban said in the in-
terview. "The _(Israeli) gov-
ernment had unrealistic ex-
pectations that Egypt would
agree to end its state of bel-
ligerency, -something Egypt
could not agree to, and thus
it was not possible at the
end of the negotiations to
reach an agreement," Eban
was quoted as saying.
The agreement may
have been "poorly
drafted" but it could have
been accepted with its im-
perfections • and compen-
sated for in the context of
U.S.-Israeli relations,
Eban said.
Eban compared the pre-
sent government's diplo-
matic record, Which he
termed stagnant with that
of the previous government
in which he had served as

Foreign Minister. He said
the latter's performance
between November1973 and
May 1974, during which
time cease-fire agreements
and ,disengagement accords
were concluded' with Egypt
and Syria ending the Yom
Kippur War, was a "golden
period" in Israeli diplomacy,
replete with- agreemehts
and political- movement.

Israeli Emigration
Shows Decrease

TEL AVIV (ZINS) —
There has been a marked
decrease in the number of
Israelis who are contem-
plating leaving the country,
according to the latest poll
taken by PORI Institute.
Of those questioned, 5.2
percent said they were ex-
amining the possibility of
leaving the country for good
in the course of the next two
years. 3.8 percent admitted
that they are thinking of
emigrating in a very "def-
inite' sense, while 1.4 per-
cent said that their plans
are only tentative.
By contrast, a poll taken
in March 1974 showed that
11.6 percent were thinking
of emigrating, and in Octo-
ber a survey indicated that
8.4 percent were seriously
considering the possibility
of leaving Israel.
