TEL AVIV (JTA) — The Israeli Consulate in Jo- hannesburg continued to employ David Protter, 24, as a security guard even after it learned that he had been discharged from the Israeli army for psychiatric rea- sons, a fact he concealed when first employed. That disclosure was made last week by Gen. (Res.) Rehavam Zeevi, special ad- viser to Premier Yitzhak Rabin, who was sent to Jo- hannesburg to investigate the circumstances of Prot- ter's seizure of the consulate offices April 28 which re- sulted in the death of four persons and the wounding of 32. Zeevi said Protter's per- sonnel file contained high recommendations from his superiors including the for- mer security officer and his successor, Giora Raviv, who Protter felled with a karate chop and then riddled with machine gun bullets. The consulate apparently felt that Protter was suitable for his job which involved screening and searching vis- itors to the offices, despite his questionable back- ground. Zeevi also disclosed that Protter had an unwitting accomplice in his younger brother, Charles, who helped him take the consu- late employes hostage as they reported for work on the morning of April 28 in the belief that he was as- sisting in a counter-espio- nage operation at the con- sulate. A casualty of a terrorist bomb that was planted in a Jerusalem apartment building May 4 is shown being treated at Shaare Zedek Hospital. Two residents of the building were severely burned in the incident, while a woman and her daughter were treated for cuts and re- leased. The Detroit Friends of Shaare Zedek Hospital have raised more than $100,000 in five years for a kidney di- alysis unit at the new hospi- tal and medical center in Je- rusalem which is nearing completion. The old hospital began us- ing kidney machines pro- vided by the Detroit friends in 1970, and now more than 120 new patients per year are found in Israel who need these machines to stay alive. The machines cleanse the blood of the human body's impurities, a function nor- mally performed by healthy kidneys. The patients must use the machines twice each week, for seven hours at a time. The dialysis unit is just one part of new $18 million health complex being con- structed between Beit Hakerem and Mount Herzl in Jerusalem. It will have 500 beds, teaching facili- ties for medical students, and special units for coro- nary care, nephrology, geriatrics, rehabilitation, and facilities for research, outpatient care, and the hospital's school of nurs- ing. The new facility will re- . place the hospital's 70-year old stone structure which has been operating at 120 percent capacity. The dialysis unit which the Detroit Friends of Shaare Zedek Hospital are helping to provide will in- clude eight bed-units and kidney machines, a nurses' control station, special treatment room, examina- tion room, laboratory, spe- cial dining room, and ad- ministrative areas. Zeevi described Charles Protter as a naive young man who believed every- thing he was told by his older brother, including the story that he had been made a military attache at the consulate and was engaged in rooting out spies. He described Protter as a self-trained soldier, karate expert and sharpshooter with an obsession for secu- rity and of the belief that Is- raeli security measures were faulty and too lax. He seized the consulate em- ployes and members of their families partly for revenge and partly to expose the al- leged laxity of security ar- rangements at the consu- late, Zeevi reported.
