Slepak said that he and his family are not al- lowed to leave the country because of "state secrets," but claims his work is 12 years behind the West's re- search. He worked at the Moscow Research Institute for Tele- vision. Although Slepak has been able to communicate with the West, no return corre- spondence has been deliv- ered to him. Meanwhile, the Student Struggle for Soviet Jewry reported that Dr. Mikhail Stern, the Vinnitsa physi- cian, who was sentenced to eight years in prison on questionable charges has been sent to a labor camp. They also said that Vladi- mir Markman, a_Jewish ac- tivist from Sverdlovsk, has just been released from a la- bor camp after serving a three-year term. The report said that most of the $128 million appro- priated by Congress since May 1972 to aid some 100,000 Soviet-Jewish emigres "along with the much more substantial funds from world-wide pri- vate sources have gone to as- sist Israel in -the reception and resettlement of Soviet refugees, following a plan developed by Israel's Minis- try of Absorption and the Jewish Agency for Israel." All his belong- ings have been confiscated. He has appealed against the death sentence but the date of the hearing has not yet been set. There are no further details on the na- ture of the charges. The Israeli counterpart will be the Israel Labor Party Youth Section, Tel Aviv. The Israelis will in- form participants about the political and economic situ- ation of their country with a view to removing any pre- judices. The group will be finding out about the organization, the work and the problems of Israeli youth work activi- ties, and making contact with other managerial per- sonnel. The report of . Andrei's sentence arrived less- than a week after President Ford asked Congress to act favorably on a trade agreement with Romania. The agreement was ex- pected to provide an initial legislative test of the re- strictions in the 1974 trade act which link U.S. trade benefits to freer emigra- tion from Communist countries. That law contains amend- ments from Sen. Henry Jackson (D-Wash.) and Rep. Charles Vanik (D-Ohio) providing such a linkage and aimed at compelling the Soviet Union to allow more Jews and other nationals to emigrate. In the negotiations in Bucharest earlier this month, the Romanian gov- ernment rejected such a lin- kage but Romanian officials cited Romania's relatively liberal emigration police under which nearly 400,0k Romanian Jews emigrated since the end of World War II, mostly to Israel.
