Rabbi Israel Miller, chair-
man of the Conference of
Presidents of Major Ameri-
can Jewish Organizations,
said the Conference was
confident that Congress
would closely examine the
record of the Romanian gov-
ernment on Jewish emigra-
tion before acting on a trade
agreement submitted to
Congress last Thursday.
The agreement was ex-
pected to provide an initial
legislative test of the re-
strictions in the 1974 trade
act which link U.S. trade
benefits to freer emigration
from Communist countries.
That law contains amend-
ments from Sen. Henry
Jackson (D-Wash.) and Rep.
Charles Vanik (D-0.) pro-
viding such a linkage and
aimed at compelling the
Soviet Union to allow more
Jews and other nationals to
emigrate.
In the negotiations in
Bucharist earlier this
month, the Romanian gov-
ernment rejected such a
linkage but Romanian of-
ficials cited Romania's
relatively liberal emigra-
tion policy, under which
nearly 400,000 Romanian
Jews emigrated since the

but they gain peripheral
support, and sympathy from
some 70,000 people. It is be-
lieved that 75 percent of the
Gush Emunim devotees are
religious. ,
They keep contact with
several Knesseters from the
Likud block and the NRP.
By gaining the support of •
several Knesseters, Gush
Emunim activists succeed
permanently to bombard
public opinion with their
ideas.
They have gained the
sympathy of several busi-
nessmen who support them
financially.

JERUSALEM — During
the Passover holiday an esti-
mated 20,000 people joined a
two-day march in the Sa-
maria region of the West
Bank to protest against gov-
ernment restrictions on
Jewish settlement in the
administered areas.
The massive organization
effort which went into the
march was the work of 12
dedicated young people —
the "Gush Emunim" —
("The Block of Faithful-
ness"). "Emunim," a body of
mainly religious young-
sters, was established a
year ago, determined to op-
pose any withdrawal from
Judaea and. Samaria.
Its, leaders are: Rabbi
Moshe Levinger, the spirit-
ual leader of Kiryat Arba
(the Jewish settlement near
Hebron); Rabbi Yohanan
Fried, of Jerusalem; and
Chanan Porat of Gush Et-
zion (the religious settle-
ments between Jerusalem
and Hebron which fell dur-
ing the War of Independ-
ence. After the Six-Day
War, the region was reset-
tled with young Jews: Porat
is the son of one of the origi-
nal settlers killed by the Ar-
abs).

U.S. to Head Off
Oil Embargo Threat?
NEW YORK — Washing-
ton is trying to head off a
new threat that could make
another oil embargo even
more painful than the last.
According to this week's
Newsweek Magazine, the
CIA has determined that
oil-producing countries are
now going all-out to buy
tankers idled by the world's
glut of oil.
To avoid the possibility of
both oil and tankers in hos-
tile hands, the Ford Admin-
istration is considering new
subsidies to the U.S. tanker
industry to ensure that ves-
sels would be available dur-
ing any new embargo.
