Deranged Guard Causes S. Africa Tragedy

— David Protter, a 24-year-
old mentally disturbed
South African Jew who was
discharged from the Israeli
Army three years ago as un-
fit for service, surrendered
to authorities in Johannes-
burg early ' Tuesday, 19
hours after he seized hos-
tages at the offices of the Is-
raeli consulate general there

deaths of one person and the
wounding of 37.
The last of the hostages,
who numbered about 20 and
included three children and
several women, were re-
leased at about 5 a.m. Jo-
hannesburg time, shortly
before Protter emerged
from the building and gave
himself up.
Officials originally re-
ported four dead, but said
Wednesday that only Israeli
vice consul Giora Raviv, 31,
was killed. There has been
no determination yet if he
was killed by Protter or pol-
ice counter-fire.
The incident has caused a
storm in Israel. The Israeli
national radio quoted Gen.
Haim Herzog, the new Is-
raeli ambassador to the UN,
as saying that he urged
Protter's replacement last
year because he found him
unstable when he guarded
Herzog during a South Af-
rica visit.
Reserve Maj. Gen. Ra-
chamin Zeevi has left Jeru-
salem for Johannesburg to
conduct an investigation of
why the man was hired.

man after Protter was per-
suaded to admit a doctor to
tend the two wounded hos-
tages who later succumbed.
Protter, communicating
with police by walkie-talkie
radio, demanded that the
doctor strip to his under-
clothes to ensure that he
was not carrying weapons.

South African army
physician, Dr. H. Gottlieb,
was permitted to enter the
offices and to leave, and
informed the authorities ---
the true circumstances.

Protter's demands were
not immediately made
known. But the alleged
"terrorists" asked for a
large helicopter to carry
them and hostages to the
airport and an El Al airliner
to fly them to Tel Aviv.
The Israeli Ambassador
to South Africa, Yitzhak
Unna, whose appearance
was demanded by Protter,
flew to the scene from Cape
Town on instructions from
Jerusalem and negotiated
with Protter. The demented
security guard demanded an
audience with Premier Ra-
bin to "advise" him how to
handle Israeli political af-
fairs.
Protter first came to Is-
rael from South Africa in
1966, at the age of 16, on a
Jewish Agency study pro-
gram. But he was unable to
adjust and was dismissed
from the program the fol-
lowing year.

While on a bus to Lod
Airport he stabbed himself
with a scout knife. He was
hospitalized and even-
tually returned to South
Africa.

He turned up in Israel
again in 1970 and two years
later joined the army. But
he was discharged within
three months for mental
reasons and a psychiatric
team found him unfit even
for reserve duties.
Shortly afterwards, Prot-
ter was arrested for imper-
sonating an Israeli para-
troop captain. He persisted
in his impersonation and
was re-arrested several
times and served short
prison terms before he was
finally deported to the Is-
raeli consulate in Johannes-
burg when he was em-
ployed.

The incident pinned down
large forces of South Afri-
can troops and police; sent
the Israeli cabinet into
emergency session; threat-
ened to cut short the state
visit of Israeli Foreign Min-
ister Yigal Allon to France;
and drew a declaration from
South African Prime Minis-
ter John Vorster that he
would never negotiate with
terrorists under any cir-
cumstances — a position en-
dorsed by Israeli officials in
Jerusalem.
Israeli Premier Yitzhak
Rabin sent a message of
thanks to Vorster.
Israeli and South African
authorities had learned,
hours before Protter surren-
dered, that the hostages
were being held by one man
— not six terrorists. But
both governments agreed to
withhold that information
in the interests of the safety
of the hostages.

The revelation that the
consulate offices were
seized by one of its em-
ployes explained the mys-
tery of how armed gunmen
managed to gain entrance
to the premises heavily
protected by armed guards
and electronic detection
devices.
Protter entered the
building either on Sunday,
when it was closed, or
early Monday morning
and began taking hostages
at gunpoint as employes
reported for work.

NEW YORK — Ambassa-
dor Yosef Tekoah, perma-
nent representative of Israel
to the United Nations, will
be honored May 11 at the
77th anniversary dinner of
the Union of Orthodox Jew-
ish Congregations of Amer-
ica, with the organization's
Israel Award.
Harold

Jacobs,
UOJCA president, and Ber-
nard W. Levmore, dinner
committee chairman, an-
nounced that Ambassador
Tekoah will deliver the main
address.
According to Jacobs,
Ambassador Tekoah is
being recognized by the
UOJCA "for his outstanding
contribution to the stature
and dignity of the State of
Israel, which he has so ably
represented in the United

Nations for the past seven
years."

Rabbi Leo Jung also wi
be honored at the dinn
with the UOJCA Distin-
guished Leadership
Award. Rabbi Jung is the
senior spiritual leader of
the Jewish Center in Man-
hattan.

In addition, the UOJCA
Presidents award will be be-
stowed upon 10 outstanding
congregational presidents
and communal leaders from
throughout the country.
Proceeds of the dinner and
its journal are to be dedi-
cated to the Torah Fund for
Jewish Youth, which sup-
ports the activities of the
UOJCA's youth movement,
the National Conference of
Synagogue Youth.
