Aliya Figures Drop 50 Pct.
Dayan Hits Israel's Penalty for Not Bowing to Pressure
WASHINGTON (JTA) —
Former Israeli Defense
Minister Moshe Dayan criti-
cized the U.S. connection of
its military aid to Israel
with its negotiating efforts
in the Middle East and em-
phasized Israel must remain
strong to negotiate..
"Unless Israel is ready to
have another war, we will
have to accept a dictate", he
said April 22, shortly before
he began his second private
meeting in two weeks with
U.S. Secretary of State
Henry Kissinger.
Dayan said the U.S. lin-
kage of military assistance
to the negotiating process
under cover of "reas-
sessment" of policy is "a
warning and a challenge
that unless you do what we
want, we won't provide
weapons," he said. "It's not
a reassessment; it's a sus-
pension."
While Israel would be in
a "very bad position" if it
does not receive U.S.•
arms, he said, Israel does
not have to diminish its
national purpose because
of American policy.

JERUSALEM (.JTA) —
Aliya figures for the first
three months of this year
were 50 percent of those for
the same period last year,
the Central Bureau of Sta-
tistics announced last week.
The overall figure for Jan-
uary to March was 4,800
compared with 9,600 for the
same period last year. The
bureau said the main cause
was the drop in Soviet aliya
— from 5,700 to 2,400 — a
drop which began early in
1974.
The total number of olim
who came to Israel in 1974
was 32,000 — a 42 percent
drop in the 1973 figure: 16,-
800 of them were Soviet
olim, compared with 33,500
Soviet olim who came in
1973.
