Allon Visit to Paris Begins New Chapter in Franco-Israel Ties
PARIS (JTA) — Israeli
Foreign Minister Yigal Al-
lon was in Paris this week
for a three-day official visit
during which he conferred
with President Valery Gis-
card d'Estaing, Prime Min-
ister Jacques Chirac and
Foreign Minister Jean Sau-
vagnargues. It was the first
official visit to France by an
Israeli leader.

Allon arrives at a time
when the Franco-Israeli
crisis is over. The anger, the
animosity and even the
sulking have faded away, er-
oded by time and other
problems. All the old prob-
lems, the arms, the Mirages,
the betrayal, the embargo
have given place to an era of
normalization.

problems to be solved, no
outstanding conflicts to be
discussed. As one senior
French official said, "We
are just two countries on
opposite shores of the
Mediterranean which
have to put up with each
other."

PARIS (JTA) — A plastic
explosion ripped out the
front of a central Paris syn-
agogue Monday night. The
blast, which occured a few
hours after Israeli Foreign
Minister Yigal Allon arrived
on an official visit, also de-
stroyed three parked cars
nearby, blew out the win-
dows of surrounding build-
ings and caused injuries
from flying glass to a four-
year old girl in a neighbor-
ing apartment.
Allon had two working
sessions Monday with
French Foreign Minister
Jean Sauvagnargues. The
two diplomats later ex-
pressed differing views on
how to bring about a settle-
ment in the Middle East.
The French diplomat
stressed that Israel's secu-

Allon's first ministerial trip
to France and that Giscard
d'Estaing has not yet met a
single Israeli leader will also
facilitate their contacts.
Both men will start with a
clean slate and this is proba-
bly the symbolic importance
of the visit.

mains an important factor
in international affairs in
spite of their relative lack
of bilateral ties. Paris con-
tinues to influence West-
ern Europe's attitude to-
wards Israel, carries
diplomatic weight in
Washington and has privi-
rity must be assured in any
settlement.
Sauvagnargues said that
the French government con-
tinued to believe that three
conditions had to be ful-
filled to bring peace in the
Middle East. He said these
were Israeli evacuation of
the occupied areas, taking
into consideration the right
of the Palestinians to a na-
tional homeland, and mu-
tual recognition of all states
in the area and the granting
of very serious guarantees
to ensure the security of
their borders.
Allon said peace could be
achieved only by mutual
honorable concessions
which would satisfy Israel's
security needs and the polit-
ical aspirations of the Arab
states.

50" press survey made pub-
lic by Seymour Graubard,
the agency's national chair-

According to Graubard,
the survey revealed that
"the news media did not buy
the line that Israel was in-
transigent."
