Charles Percy (R., Ill.) urged "face-to-face negotia- tions" between Israel and the Arabs and warned, in a report submitted to the Senate Foreign Relations Committee, that "a very real danger exists" of a fifth Arab-Israeli war this year unless "significant negotiat- ing progress is made in the near future." The 91-page report, pre- pared for the commitee of which Percy is a member, also urged that "efforts for a pre-Geneva arrangement — either partial or total — be accelerated and pursued on an urgent basis" because the "suspension" of the step- by-step negotiations con- ducted by Secretary of State Henry A. Kissinger "raises the specter of further stale- mate at Geneva." The senator's report also took cognizance of the huge U.S. military sales to Saudi Arabia and warned that "Saudi military effective- ness therefore must be con- sidered in the balance of forces in a future Arab-Is- raeli conflict." Percy, who angered Chicago Jewish leaders by advocating that Israel communicate with Pales- tine Liberation Organiza- tion following his recent tour of- the Middle East, also observed that "One issue of specific concern relating to growing Saudi Arabian-American rela- tions is the Saudi discrimi- nation against individuals of Jewish faith or firms doing business with Israel. In that connection, Percy wrote, the American gov- ernment should not sanc- tion or cooperate with such discriminatory practices. He added that "If the joint (Saudi-American) Economic Commission is to operate, then it must be with the best available talent, the best firms and the best products without discrimi- nation on the basis of race, color or creed." Percy's report observed that "U.S.- suppo'rt of Israel is a major dilemma in Saudi foreign policy" and "America's close ties to Is- rael do present a problem but they have not hindered growing U.S. commercial commitments or direct in- volvement of Americans in Saudi government projects. In fact, U.S. official involve- ment in Saudi Arabia is sig- nificant and is expected to grow." Mr. Ben Beiker and Marsha Sherman have donated an incompleted Sefer Torah to Cong. Kahane Allowed to Leave 'Jail' NEW YORK (JTA) — Rabbi Meir Kahane, foun- der of the Jewish Defense League, who was sentenced last month to a one-year term in a federal prison, is reportedly allowed to leave a Manhattan half-way house for federal prisoners and travel around th.e city for seven hours each day. The half-way house is a Manhattan West-- Side apartment hotel to which Kahane was sent, pending transfer to a minimum-se- curity federal penetentiary in Allentown, Pa. He was convicted of violating condi- tions of a 1971 parole and sentenced by Brooklyn Fed- eral Judge Jack Weinstein. Weinstein granted the order which allows Kahane out of the apartment from 6 a.m. to 9 a.m., noon until 1 p.m. and 6:30p.m. to 9:30 p.m. Weinstein said he ap- proved the order because the JDL leader had protested that the federal Bureau of Prisons had refused to pro- vide him with kosher food at the Allentown prison.
