Kissinger last month is still felt. Allon's week-long tour, criss-crossing the U.S. on behalf of the United Jewish Appeal, wound up with a three-hour meeting with Kissinger in Washington. Allon described the meeting as the beginning of a re- newed dialogue which would be continued between the U.S. and-Isarel. He said that in retrospect he did not regret the visit, though he admitted to doubts before embarking on-it. Sources close to the for- eign minister said they "hoped that the improve- ment in relations would be - ,reflected not just in atmos- pherics" — meaning that they anticipated move- ment in the suspended ne- gotiations with Washing- ton over new arms contracts. But Allon put the specula- tion to rest when he said that while the flow of mili- tary hardware_ already con- tracted for was continuing at the agreed pace, no con- tracts have been signed yet on "certain elements that were promised." He seemed to be referring to negotiations for Israel's purchase of the new F-15 jet fighters and the "Lance" ground-to-ground missle. The negotiations were sus- pended during the Ford Administration's current reassessment of Anierican Mideast policy. Allon told reporters on his arrival that. he and Kis- singer had agreed not to di- vulge the details of their talk. He acknowledged that they could not avoid discus- sion — including some dis- cussion that was "not easy" — over the failure of last. month's Israeli-Egyptian negotiations. But Allon said the bur- den of his. meeting with Kissinger was an exami- nation of future options. He said he had expressed, Israel's desire to keep up the diplomatic momentum and the view that there was still room for a settle- ment with Egypt. "All the options are open," Allen declared.- Referring to his meetings with American Jewish lead- ers in five regional meetings - of the UJA.and at his brief- ing of the Conference of Presidents of Major Ameri- can Jewish Organizations, Allon said the experience was deeply moving. He described his encoun- ters with American Jewry as "both moving and encour- aging" and said he had been able to explain–in detail to the -Jewish leadership groups Israel's position in the recent negotiations with Egypt for an interim Sinai accord. He said he found "total identity with Israel" among American Jews. Paul Zuckerman of De- troit, president of the UJA, accompanied Allon, Moshe Rivlin, director general of the Jewish Agency; Frank R. Lautenberg, UJA general chairman, and other na- tional officers of the UJA on the cross-country tour. The five-city tour opened a UJA emergency drive to collect $100 mil- lion in cash by the end of May, to complete the regu- lar 1975 campaign, and to resolicit all major gifts, At each meeting, Allon praised the leaders present, telling them that "on behalf of the people of Israel, I would like to thank Ameri- can Jewish leadership responding so quickly to the Major goals of the UJA campaign by accelerating your efforts for human needs in Israel."
